-244- <br /> <br />The property is also subject to the Ramsey Park and Trail Plan and will be required to dedicate a <br />75-ft. trail corridor connecting Central Park and Elm Crest Park. A revised preliminary plat was <br />submitted that shows the trail corridor. The exact area of the trail will need to be verified before <br />the Park Commission can draft a formal Park Dedication recommendation. <br /> <br />On September 24, 2002 the City Council reviewed the preliminary plat and tabled the request <br />pending receipt of additional information on access to CR56 and soil suitability for two on-site <br />septic systems on each lot. <br /> <br />At the October 8, 2002 City Council meeting, staff reported that Anoka County had indicated <br />that they had not yet heard from Anoka County regarding the relocated driveway access. Staff <br />also presented information showing that all lots are able to support a septic system with a <br />primary and alternative drainfield site. The' City Council also had a discussion regarding the <br />location of the wetland on Lot 1, Block I and the possible flooding of the lot. After some <br />discussion, the City Council tabled action on the proposed preliminary plat in order to 1) receive <br />comments from Anoka County regarding access onto County Road 56 (Ramsey Blvd.) and 2) <br />allow City Staff to review the wetland location and the possibility of flooding on Lot 1, Block I. <br /> <br />Since that meeting, staff has received a review letter from Jane Pemble of Anoka County <br />regarding access issues for the plat. The letter is attached and will be discussed by Staff at, the <br />Council meeting. In addkion, City Staff visited the site to look at the location of the wetland and <br />review the possibility of flooding of the lot. Review of the site indicated' that the wetlands as <br />shown on the plat are correctly located and that flooding of the house pad or the driveway is not <br />a concern.
