The proposed cul-de-sac does not exceed the maXimum length <br />of 600 ft. Lot 1 is proposed to gain access from CR56. The wetland located on Lots 2, 3, 4, and 5 <br />prohibits Lot 1 from gaining access to the new road. Lot 5 currently has access to CR56; the <br />developers are proposing to change this access to 158t~ Lane. The plat has been reviewed by <br />Anoka County Highway Department and their October 9, 2002 letter is attached. Anoka County <br />is recommending that all fight-of-access along CR56 on Lots 2 and 5 be dedicated to the County. <br /> <br />The County is questioning the location of the proposed drive entrance for Lot 1, Staff has <br />observed a 7-second reaction time for northbound traffic at the proposed drive location. A~ <br />minimum of 10 seconds is desirable. Once the best location of that driveway is determined, the <br />remainder of the frontage along Lot 1 will also need to be'dedicated to the County. Anoka <br />County is also requesting a right mm lane for southbound CR56 at 158th Lane. <br /> <br />It should be noted that the building site for Lot 1 is proposed in a location surrounded by wetland <br />and it will therefore be necessary to fill the wetland to gain access to this lot. The Department of <br />Natural Resources has determined that the wetland to be impacted by the driveway is not a <br />portion of protected wetland 341W, but is under the jurisdiction of the Lower Rum River WMO. <br />An exemption for the wetland filling will need to be obtained from the LRRWMO to facilitate <br />this filling. <br /> <br />Lot Size and Dimensions: The current minimum lot size in the. R-1 Rural Developing Area is <br />2.5 acres; the five new lots are proposed to be larger than 2.5 acres. The total area of the parcel is <br />approximately 28.5 acres. <br /> <br />Grading and Drainage: The extension of 158th Lane will drain overland to the cul-de-sac where <br />two catch basins will transmit stormwater to a detention pond located on the western edge of Lot <br />5. The overflow from this catch basin will be discharged into-the wetland to the south. The soils <br />outside the wetland area consist of Nymore and Anoka soil types with one Class I soil when .their <br />slopes are less than 12 percent. Sufficient class I soils are present on Lots 1, 4, and 5 to presume <br />that two suitable soil absorption sites are available. For Lots 2 and 3, which contain a large area <br />of steep slopes, the question of whether sufficient area is available for an original septic field and <br />its replacement was addressed in a soil investigation prepared by Mr. Kevin Kloeppner, a <br />certified septic system designer with EcoSystems Engineering. A reported prepared by Mr. <br />Kloeppner and a subsequent letter dated October 4, 2002 confn-m the suitability of these two lots <br />to accommodate a septic field and its replacement. <br /> <br />This plat has been issued a permit from the Lower Rum River WMO which addresses <br />permissible low floor building elevations. The latest revision of the grading plan dated 10/11/02 <br />shows the lowest building elevation (Lot 1) to be one foot above the overflow elevation of CR56 <br />in compliance with LRRWMO permit conditions. <br /> <br />-255- <br /> <br /> <br />
