Several setback <br />and lot size variances would be required. Additionally, staff has concerns regarding how well <br />single-family participation in the private street would work with the townhouse association. A <br />second alternative considered a public street with a cul-de-sac. The net result of this proposal <br />resulted in the street servicing one or two single-family lots. <br /> <br />In staff's opinion, the benefits of eliminating two access points from Alpine Dr. is greatly <br />outweighed by the alternatives considered above. <br /> <br />Sanitary Sewer Trunk Line: The City Council discussed the extension of the sanitary sewer trunk <br />line into the development and how it will be financed at a work session on October 8, 2002 <br /> <br />On October 8, 2002, the City Council tabled action on the preliminary plat in order see the <br />following items; 1) concept plan that shows how the 16-unit townhomes would be laid out in <br />relation to the two-unit townhomes, 2) a sketch plan showing, in case the 16-unit townhomes are <br />not allowed, alternative townhome buildings to the east, 3) traffic generation study, 4) language <br />regarding the construction of the sanitary sewer trunk line and the financial responsibilities of the <br />City and developer in constructing the trunk line. <br /> <br />In response 'to the tabling motion on October 8th, staff has the following information: <br /> <br />The concept plans showing the 16-unit townhomes and another alternative are included with <br />the case for your information. <br /> <br />The traffic generation analysis is included with the case and will be discussed by the City <br />Engineers on Oct. 22, 2002. The traffic generation report was prepared by James Johnson <br />P.E. with Hakanson Anderson Associates. Exhibit H and I of the report illustrate the total <br />daily trips and peak hourly trips lonto the arterial roads adjacent to the proposed subdivision. <br /> <br />In addition, the report updates a previous report prepared on May 14, 2002 which examined <br />cumulative traffic impacts of Evergreen Point, Alpine Meadows, Wildlife Sanctuary 2nd <br />Addition, and Sunflower Ridge. The cumulative effects of the above mentioned subdivisions <br />along with the additional units associated with Villas of Meadow Point were evaluated for its <br />impact on the three major intersections which include TH 47 and Alpine Dr., CSAH 5 and <br />Alpine Dr., and CR 57 and Alpine Dr. Each of these intersections currently operates at a high <br />level of service, even during the AM and PM peaks. The additional traffic generated from <br />the surrounding developments are not expected to deteriorate the level of service of the <br />intersections after full build-out. <br /> <br />At the October 8, 2002 City Council work session, the City Council agreed in concept to a <br />funding arrangement that was proposed by the Developer. The funding proposal that the <br />City Council conceptually agreed to is as follows: <br /> <br />The City agrees to contribute a not to exceed amount of $150,000.00 to the cost of <br />constructing a 30" trunk sanitary sewer line from its existing location to the north <br />right-of-way of Alpine Dr. NW. <br /> <br />-301- <br /> <br /> <br />
