Seeding to protect disturbed areas shall be completed as specified on the Site drawings or
specifications.

· :* Mulching shall be used to provide temporary protection to soil surfaces from erosion.

Diversions shall be used to divert water from work areas and/or to collect runoff from work areas
for treatment and safe disposition.

Sediment basins shall be used to settle and filter out sediment from eroding areas to protect water
quality and properties below the construction site.

Silt fences shall be used to trap sediment from areas of limited runoff.' Silt fences are temporary
and shall be removed when the contributing area is permanently stabilized.

Waterways shall be used fo} the safe disposal of runoff from surface areas, diversions and other
structures or measures.

Chemical pollution at the Site will be controlled using tanks, barrels or the construction of a sump to
collect pollutants produced as a by-product of the proposed project work (i.e. drained lubricating or
transmission oils, hydraulic fluid, anti-freeze/coolants, greases, soaps, and asphalt). At the
completion of the proposed project work, the pollutants shall be removed from the Site and disposed
of in accordance with state and local regulations.

In conclusion, based on our findings and our experience on other projects in the area, we do not feel
that the need for an EAW is warranted on this project.. We would request that the City Council act
on the petition for an EAW and proceed with the project without an EAW.

We will be present at the October 22, 2002 Council meeting to address any questions you or the City
Council may have.

Sincerely,
Hakanson Anderson Associates, Inc.

Peter R.
