Preliminary Plat Review: Villas at Meadow Point <br />August 20, 2002, Revised September 20, 2002, Revised October 4, 2002, Re~xased October 18, <br />2002 <br />Page 3 of 7 <br /> The extension of these streets was an issue of discussion at the public hearings. The neighbor <br /> to the west objected to the concept of physically having a street extended to her property line. <br /> Likewise, the resident to the east felt that the location of the street stub might not be at the <br /> best location to serve future development of his property. The Planning Commission <br /> recommended that the street to the west not be installed, but that an outlot be create, d which <br /> would be dedicated to the City for street purposes should the need for it arise. <br /> <br />The Planning Commission also recommended that the road to the east be incorporated into <br />the larger outlot. In this way, the location of the future road could be delayed until such time <br />as the development of Outlot A is considered. The preliminary plat revision submitted does <br />not incorporate the street right-of-way into the larger outlots. The final plat shall show one <br />large outlot on the eastern part of the property. <br /> <br />A permit from Anoka County will be required for access onto CSAH 57. County staff has <br />verbally indicated that the access is acceptable pending a sightline study that will determine the <br />need and location of turn and bypass lanes, Staff has viewed both access points to the <br />proposed subdivision and has made the observation that ali approaches exceed the <br />recommended ten second reaction period with the exception of northbound traffic on Sunfish <br />Lake Blvd. (CR 57) at 154~' Ave. This approach offers approximatelY seven seconds of <br />reaction time. You will need to comply with the directions of the Anoka County Highway <br />Department relative to this issue. <br /> <br />The plat proposes four new single family lots with dkect access to Alpine Dr. It is desirable to <br />minimize the number of accesses onto Municipal State Aid streets. The City Council has' asked <br />you to consider options of serving the single-family lots from the rear. Please be prepared to <br />discuss this matter with the City Council. <br /> <br />The duplex lots are proposed to be served by driveway collectors and a private street with a <br />cul-de-sac. The driveway collectors and private streets servicing Block 2 are 32 feet wide and <br />may have on-street parking.. The two temporary:dead ends must be designed with temporary <br />cul-de-sacs. The private' street serving Block 3 must be a minimum of 32 feet wide. The <br />private drive serving Block 1 must be equipped with a turn around. <br /> <br />Grading and Drainage: Staff has reviewed the drainage and grading plan and finds the plan <br />generally acceptable with the following comments: <br />· A permit from the Lower Rum River Water Management Organization and the MPCA <br /> will be required for this development. <br />· Spot elevations need to be provided on the extensions of the building pads. <br /> <br />A revised grading and drainage plan must be provided to the City before you will receive <br />approval of the grading and drainage plans. <br /> <br />10. Utilities and Water Usage: The development will be served by municipal Water and sanitary <br /> sewer. Staff has the following additional comments: <br /> <br />-387- <br /> <br /> <br />
