-388- <br /> <br />Preliminary Plat Review: Villas at Meadow Point <br />August <br />2002 <br />Page 4 <br /> <br />20, 2002, Revised September 20, 2002, Revised October 4, 2002, Revised October 18, t- <br /> <br />of 7 <br />The sanitary sewer system proposed is dependent upon the extension of the sanitary <br />sewer trunk, which is a separate project from the plans submitted. This issue will be <br />addressed in the development agreement. <br />Provisions should be made such that sewer and water can be extended to the east and west <br />(along 154m St.) without disturbing installed curb, gutter, and street improvements, tt was <br />the direction of the Planning Commission not to extend these improvements to the plat <br />boundaries at the present time. <br /> <br />11. <br /> <br />Park Dedication: The proposed plat was reviewed at the September 12, 2002 Park <br />Commission meeting. The Park Commission is requiring that park dedication fees be paid for <br />the development. The Park Dedication fee in effect at the t/me of Final Plat approval will be <br />charged. (The 2001 rate is $1,700.00 per housing unit). <br /> <br />12. Sidewalks: The preliminary plat shows 5-foot concrete sidewalks along one side of all public <br /> streets. (Sodium St., 154m Ave. and 154m Lane) in accordance with City Ordinances. <br /> <br />13. <br /> <br />Trail Development and Trail Fees: The proposed plat was reviewed at the September I2, <br />2002 Park Commission meeting. The Park Commission is requiring that trail development <br />fees be paid for the development. The Trail Development fee in effect at the time of Final Plat <br />approval will be charged. (The 2001 rate is $400.00 per housing unit). In addition, the Park <br />Commission also is requiring that the developer construct 8-foot bituminous trails along <br />Sunfish Lake Blvd., Alpine Dr., and Nowthen Blvd. where the proposed development, abuts <br />the aforementioned right-of-ways. Under the motion approved by the Park Commission, <br />these trails will not be eligible for credit. <br /> <br />14. <br /> <br />15. <br /> <br />Stormwater Management Fee: The City's 2002 stormwater management fee is $375.00 per <br />unit and is required prior to recording the plat. The rate in effect at time the final plat is <br />approved will be charged to the development, <br /> <br />Density Transition: The City Council recently adopted a density transition ordinance that <br />took effect on September 30, 2002. As part of your site plan submittal you have provided the <br />City with information on how the western property lines would have landscape buffeting in <br />accordance with the new ordinance. A preliminary review of the buffeting finds that the <br />landscape buffeting will be in compliance with the new ordinance with the exception of the <br />absence of one evergreen tree. Staff will comment on the density transition in more detail <br />during the site plan review process. <br /> <br />16. Other Permits: The developer is responsible for obtaining any permits required from other <br /> regulatory agencies. <br /> <br />17. <br /> <br />September 24, 2002. City Council Meeting: The City Council, at their September 24, 2002 <br />meeting, tabled action on the preliminary plat of Villas of Meadow Point in order to get <br />further-information on several matters.
