In addition, the City Council instructed staff to send the new density transition ordinance to the three adjoining property owners along the western border of the development to inform them of the density transition options available to the City. The letter and ordinance was sent out on September 30, 2002. The City Council will be discussed the extension of the sanitary sewer trunk line into the development and how it will be financed at a work session on October 8, 2002. 18. October 8, 2002 City_ Council Meeting: On October 8, 2002, the City Council tabled action on the preliminary plat in order see the following items: 1) concept 'plan that shows how the 16-unit townhomes would be laid out in relation.to the two-unit townhomes; 2) a sketch plan showing, in case the 16-unit townhomes are not allowed, alternative townhome buildings on the outlots to the east, 3) traffic generation study, 4) language regarding the construction of the sanitary sewer trunk line and the financial responsibilities of the City and developer in constructing the trunk line. In response to the tabling motion on October 82, staff'has the following information: The concept plans showing the 16-unit townhomes and another alternative are included with the case for your information. The traffic generation analysis is included with the case and will be discussed by the City Engineers on Oct. 22, 2002. The traffic generation report was prepared by James Johnson P.E. with Hakanson Anderson Associates. Exhibit H and I of the report illustrate the total daily trips and peak hourly trips onto the arterial roads adjacent to the proposed subdivision. In addition, the report updates a previous report prepared on May 14, 2002 which examined cumulative traffic impacts of Evergreen Point, Alpine Meadows, .Wildlife Sanctuary 2'a Addition, and Sunflower Ridge. The cumulative effects of the above mentioned subdivisions along with the additional units associated with Villas of Meadow Point were evaluated for its impact on the three major intersections which include TH 47 and Alpine Dr., CSAH 5 and Alpine Dr., and CR 57 and Alpine Dr. Each of these intersections currently operates at a high level of service, even during the AM and PM peaks. The additional traffic generated from the surrounding developments are not expect, ed to deteriorate the level of service of the intersections after full build-out. At the October 8, 2002 City Council work session, the City Council agreed in concept to a funding arrangement that was proposed by the Developer.
