-420- <br /> <br />CASE # <br /> <br />INTRODUCE INTERIM ORDINANCE TO ESTABLISH <br />DEVELOPMENT MORATORIUM ON THE HWY. #10 CORRIDOR <br />By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />As Council is aware, Mn/DOT has developed an Interregional Corridor (IRC) System which <br />identifies 2,930 miles of key transportation corridors that handled 1/3 of the vehicle miles <br />traveled in the State. One of those key corridors is T.H. 10 from T.H. 24 in Clear Lake to 1-35W, <br />which includes the City of Ramsey. Earlier this year, Mn/DOT released a study document <br />entitled T.H. 10 Corridor Management Plan: T.H. 24 in Clear Lake to 1-35W. On January 18, <br />2002, the City Council adopted Resolution #02-01-007 endorsing Mn/DOT's vision and <br />management plan for T.H. t0 and supported a freeway design from Thurston Blvd. in Anoka to <br />the western boundary of Ramsey. <br /> <br />Observations: <br /> <br />As depicted in Figures 5.3-6A, 5.3-5C, and 5.3-5B of the Management Plan, conversion of T.H. <br />10 to a 6-lane freeway system will require shifting the alignment to the north. This will involve <br />all parcels located north of T.H. I0 and south of the Burlington Northern Santa Fe Railroad. The <br />next step in the process is the environmental reviews, which will eventually lead to the City's <br />adoption of an Official Map of the preferred alignment. Creation of the Official Map could take <br />1 to 2 years. <br /> <br />The Town Center Task Force met on October 10, 2002; the Economic Development' AuthodW <br />met on October 14, 2002; the City Council Public Works Committee met on October 15, 2002; <br />all committees recommended the establishment of a development moratorium along the north <br />side of T.H. #10 corridor. <br /> <br />During the City Council work session on October 15, 2002, a question was raised regarding the <br />time frame and extent of the current development moratorium in place on property located north <br />and south of Hwy. #10 and west of Armstrong Blvd. Ordinance #01-17 and the attached <br />moratorium map indicate that there will be no overlap of the current, moratorium being <br />considered and the one that was established in 2001. The moratorium established in 2001 is on <br />the north and south side of Hwy. #10 from Armstrong Blvd. to Puma Street. However, there are <br />no developable 'lots south of the tracks and north of the highway from Armstrong to Puma. Ali <br />of this area is either under the ownership of BNSF or State highway fight-of-way. This <br />development moratorium was for 24 months and became effective on July 30, 2001.
