-424- WHEREAS, Figures 5.3-6A, 5.3'-5C, and 5.3-5B reflect that the proposed alignment for a six-lane freeway system through the City Of Ramsey requires shifting the corridor to the north so that it is adjacent to the BNSF railroad tracks; and WHEREAS, the City of Ramsey finds that an interim ordinance placing a moratorium on the development, redevelopment or expansion of uses on certain parcels located north of T.H. 10 and south of the Burlington Northern Santa Fe Railroad, from the eastern boundary to the western boundary of the City is necessary to protect the planning process and the public welfare and safety of the citizens of Ramsey until such time as the required environmental reviews are completed and the City adopts the Official Map of the preferred alignment for the T.H. 10 corridor. SECTION 3. PROHIBITION During the term of this Ordinance, notwithstanding Chapter 9 of the City Code, entitled "Zoning and Subdivision of Land," no subdivision, rezoning, site plan approvals, conditional use permits or variances of any kind shall be permitted, except that applications for interim use permits for which no permanent or temporary building is required may be considered.
