-424- <br /> <br /> WHEREAS, Figures 5.3-6A, 5.3'-5C, and 5.3-5B reflect that the proposed <br />alignment for a six-lane freeway system through the City Of Ramsey requires shifting the <br />corridor to the north so that it is adjacent to the BNSF railroad tracks; and <br /> <br /> WHEREAS, the City of Ramsey finds that an interim ordinance placing a <br />moratorium on the development, redevelopment or expansion of uses on certain parcels <br />located north of T.H. 10 and south of the Burlington Northern Santa Fe Railroad, from <br />the eastern boundary to the western boundary of the City is necessary to protect the <br />planning process and the public welfare and safety of the citizens of Ramsey until such <br />time as the required environmental reviews are completed and the City adopts the <br />Official Map of the preferred alignment for the T.H. 10 corridor. <br /> <br />SECTION 3. PROHIBITION <br /> <br />During the term of this Ordinance, notwithstanding Chapter 9 of the City Code, entitled <br />"Zoning and Subdivision of Land," no subdivision, rezoning, site plan approvals, <br />conditional use permits or variances of any kind shall be permitted, except that <br />applications for interim use permits for which no permanent or temporary building is <br />required may be considered.
