-434- <br /> <br />ORDINzXxNCE NO. 01-1'7 <br /> <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />AN INTERIM ORDINANCE ESTABLISHING A MORATORIUM ON THE <br />DEVELOPrVLENT OF CERTAIN P,M:~CELS OF LAND WITHIN THE CITY OF <br />RAMSEY, AzNOKA COUNTY, MINNESOTA <br /> <br />The City of Rarnsey Ordains: <br /> <br />SECTION 1. AUTHORITY <br /> <br />This OrdNance is adopted pursuant to-that authority granted t° the City by MSA 462.355, Subd. <br />4, entitled "Interim Ordinance." <br /> <br />SECTION 2. PREAMBLE :4aND PURPOSE <br /> <br />WHEREAS, the City of Ramsey is part of an area experiencing growth in population and <br />employment; and <br /> <br />WHEREAS, as a consequence of growth in this part of the region and-adjacent areas, there has <br />been sig-nificant traffic increases along the TH 169, TH 10, TH 101, and 1-94 corridors, causing <br />substantial dela~is at the individual corridor crossings of the Mississippi River during the rush <br />hours; and <br /> <br />WHEREAS, this increased traffic congestion along these corridors has been recognized as a <br />re~onal priority in the Minnesota Department of Transportation (Mn/DOT) Metro Division 2005 <br />- 2025 Transportation System Plan, Metropolitan Council's Transportation Policy Plan; and <br /> <br />WHEREAS, the Anoka County Comprehensive P'lan,i the Hennepin County Transportation <br />Systems Plan, and the Comprehensive Plans oft he cities of Ramsey and Dayton contemplate the <br />expansion of a Northwest Metro roadway connection, .involving a Mississippi River crossing <br />between Rarnsey and Dayton; and <br /> <br />WHEREAS, Mn/DOT, A_noka County, and Hennepin County have expressed a wi.llingness to <br />£mance and participate in a Northwest ~[etro Corridor and River Crossing Study to consider a <br />long-term option to address the relief of the highway corridors and river crossings; and <br /> <br />WHEREAS, the City of Ramsey acknowledges that it is/2 the best interest of the City to study <br />the potential for a future dyer crossing and to examine the impacts of options on the Cities, <br />counties, and properties in the northwes.t metropolitan area;, and <br /> <br />WHEREAS, the City Council finds that an interim ordinance placing a moratorium on the <br />development of certain parcels is necessary to protect the planning process and the health, safety <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
