CITY COUNCIL WORK SESSION <br />City ©f <br />SEY <br />Topic Report: Green Building/Sustainable Development <br />By: Amber G. Miller, Planning Manager, Mick Kaehler, Building Official <br />Background: <br />As part of the City Council Strategic Planning Goals for 2010, the Council wanted to explore green <br />building. For the purposes of the discussion, the topic was not defined as to the scope of what exactly <br />the Council was interested in pursuing. Therefore, Staff has given a brief overview of some of the <br />items which may fall under the green building umbrella. <br />Observations: <br />Green building is a comprehensive "whole building" approach to designing, constructing, and <br />operating a building to reduce its environmental impact. It does not have to be certified or LEED. <br />LEED stands for Leadership in Energy and Environmental Design. It was created to define green <br />building by establishing a common standard of measurement; promoting integrated, whole - building <br />design practices, and recognized environmental leadership in the building industry. Staff has attached <br />a more detailed description of both LEED and green building to the case. Additionally, there is <br />sustainable development which incorporates green building to a larger picture and looks at how an <br />individual site fits into the entire community. Sustainable development is development that meets the <br />needs of the present without compromising the ability of future generations to meet their needs. It <br />takes into account site planning and pedestrian connections as well as all of the green building <br />principles. <br />The International Green Construction Code, developed by the International Code Council, is in its <br />development stage. They just released the draft version of the Code in May 2010. The Building <br />Official attended a class on the subject in October. The final version of the code is scheduled to be <br />ready for adoption in 2012. Between now and then there will be public hearings and public comments <br />periods to provide input and updates to the initial draft. <br />Funding: <br />Drafting and processing an ordinance is covered under regular City Staff time. Additional training could be <br />funding through the individuals division training budgets. <br />
