-128- <br /> <br />Motion by Councilmernber Hendriksen, seconded by Councilmember Zimmerman, to table <br />action pending additional information on Lots 2 and 3. <br /> <br />Further discussion: Councilmember Zimmerman stated that Lots 2 and 3 could be buildable if <br />they pulled the cul-de-sac back somewhat. Councilmember Hendriksen stated that his concern is <br />that preliminary plat is where the owner is granted certain property fights and they might get into <br />an issue by doing something premature. City Attorney Goodrich inquired if there was any <br />concern regarding the 60-day rule. Principal City Engineer Olson inquired if the Council were to <br />pass preliminary plat contingent upon the City staff review letter and the information provided <br />did not meet the requirements of the review letter, would they no longer have. preliminary plat <br />approval. City Attorney Goodrich replied that that was correct. Councilmember Kurak inquired <br />if all the concerns addressed tonight were included in the staff review letter. PrinciPal City <br />Engineer Olson replied that the staff review letter requires that. Lots 2 and 3 have to be identified <br />by a certified septic system designer. Principal Planner Trudgeon noted that the first 60 days <br />expires on October 4th and they can extend it another 60 days. <br /> <br />Motion carried. Voting Yes: Councilmembers Hendriksen, Zimmerman, and Anderson. Voting <br />No: Mayor Gamec, and Councilmember Kurak. <br /> <br />Case #8: Request for Site Plan Approval: Case of Diamonds Sports Bar and Grill <br /> <br />Principal Planner Trudgeon stated that the City of Ramsey has received a request for site plan <br />review from Diamonds SPorts Bar and Grill. Diamonds is planning on constructing an addition <br />to enclose their outdoor bar/kitchen and create more office space in the rear of their building. The <br />site is located at 7550 State Highway #10. Gary Gruber of Diamonds Sports Bar and Gr/ll is <br />proposing a two-story addition to the existing building that would add about 744 square feet of <br />kitchen space and 744 square feet of office space. The addition will be constructed where the <br />current outdoor bar and grill is located. The proposed addition.and existing building complies <br />with the 35% building coverage restriction and all setback requirements. In the B-3 Zoning <br />District, the exterior finish of the building is required to be brick or other masonry type of <br />exterior material. The applicant is proposing to have vinyl siding on the new addition. The <br />existing building has masonry like material as an. exterior surfacel City Code does allow for <br />alternative materials to be used when approved by the Planning Commission and City Council. <br />The addition will be in the rear of the building and. will not be. clearly visible from Hwy. 10. In <br />accordance-with City Code, a sufficient number of off-street park/ng spaces are. provided. The <br />current, use has 316 parking spaces. The addition does not require additional parking, On <br />September 5, 2002, the Planning Commission reviewed the proposed addition and found both the <br />site :plan and the alternative exterior material acceptable.
