Voting No: None. <br /> <br />Mayor Gamec, <br /> <br />Councilmembers Hendriksen, .Zimmerman, <br /> <br />and <br /> <br />Case #2: Request for Final Plat Approval of Evergreen Point 2"a Addition: <br /> Edina Development, Inc. <br /> <br />Item was tabled at the request of the applicant. <br /> <br />Case of <br /> <br />Case #3: Request for Preliminary Plat 'Approval of White Oak Addition: Case of <br /> Wurm-Paumen Properties, LLC <br /> <br />Principal Planner Trudgeon stated that on September 24, 2002, the City Council reviewed the <br />preliminary plat and tabled the request pending receipt of additional information on access to <br />C.R. #56 and soil suitability for two, on-site septic systems on each lot. The developer has been <br />in contact with Jane. Pemble at Anoka County and is anticipating the County will approve the <br />new access from C.R. #56, but has yet to receive a permit from the County. A soil investigation <br />report was prepared for this subdivision by EcoSystems Engineering, dated July 2, 2002. <br />Changes have been made to the lot boundaries in the proposed subdivision since that date. Staff <br />requested EcoSystems Engineering review the new boundaries and confirm the availability for <br />two systems on Lots 2 and 3, which they have done and the report was submitted to the Council. <br /> <br />Ross Abel, John Oliver & Associates, stated that he had spoke with the Anoka County Highway <br />Department, and they are still in the process of completing their revieTM letter. They did not. .give <br />him any indication that there were any concerns as of yet. <br /> <br />Principal Planner Trudgeon noted that there is currently a driveway on the property that would be <br />shifted to a different location. · <br /> <br />Mr. Abel noted that the proposed location of the driveway aligns with 157th Lane. <br /> <br />Councilmember Hendriksen inquired as to how much of Lot 1 Would be filled. <br /> <br />Mr. Abel explained that the building site is in. the back westerly portion of the lot and 'they have <br />contacted the DNR who has issued a letter indicating that if they keep the disturbance to the <br />wetland to under 400 square feet, a permit will not be required. The Lower Rum River Water <br />Management Organization (LRRWMO) has issued all necessary permits. <br /> <br />City Engineer Olson noted that the LRRWMO aPproval is contingent upon the lower floor being <br />one foot higher than the lowest.point of Ramsey Boulevard. : <br /> <br />Councilmember Hendriksen stated that he had thought that he heard at the last meeting that the <br />entire lot was going to be raised.
