City Engineer Olson replied that the developer is proposing to bring in enough fill to raise the
building pad.

Councilmember Hendriksen inquired if the rest of the lot will remain as is.

Mr. Abel replied that that was correct, He explained that the driveway would match the existing
grades from Ramsey Boulevard to the pad. ·

Councilmember Hendriksen inquired if the City Engineers had reviewed the site,, because he had
serious reservations about whether or not the lot is buildable.

Brad Paumen, Wurm-Paumen Properties, LLC, stated that they have done some clearing of the
site and discovered that there is more elevation there than they originally thought. At this point
they are looking at having to bring in about four feet of fill. Currently there is no water in the
temporary driveway or building site even with all the rain they have been having.

I
I
I
I
I
I

Councilmember Zimmerman inquired if the City of Ramsey has a minimum building area
requirement in the rural district;

City Engineer Jankowski explained that the policY states that they have to haVe 22,500 square
feet of class I soil or must have a soil report done by a certified soil designer for an initial system
and replacement system, which is why they have the report from EcoSystems Engineering.

City Engineer Olson stated that if there is information that Councilmember Hendriksen feels that
staff should have then-he would welcome that information.

Councilmember Hendriksen replied that he knows where the water has been for many years, but
he does not know how that relates to 870 or 871. He stated that his concern is with a limit of 400
square feet for wetland mitigatiOn and based on the places he has seen water sitting, it cannot
work.

City: Engineer Olson replied that then the lot would not be buildable unless they asked for an
exception.

Councilmember Hendriksen stated that what he is hearing does not-go with what he has seen.
His concern is that they will have someone in the future before them saying they can't get to their
house because the driveway is. under water.

'Mr. Paumen replied that that is why they hired engineers and had a wetland delineation of the
site.

I
I
I
I
I
I
I
I

-130-

Peter Miller, EcoSystem Engineering, stated that he performed the wetland delineation on the
property and the soil tests. He explained that he did meet with the property owner who gave him
some history on how the land was farmed. He has to walk every foot of the property and he
considers it a wet year and he delineated the entire boundary of the upland.

City Council/October 8, 2002
Page 9 of 1.5

I
I
I
