Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman; to table <br />action because they were absent the letter from the Anoka County Highway Department and <br />directed the City Engineer to View the property. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, and <br />Anderson. Voting No: None. <br /> <br />Case #4: <br /> <br />Request for Preliminary Plat Approval of Villas of Meadow Point: Case of <br />Allstate Development, LLC <br /> <br />Principal Planner Trudgeon stated that on September 24, 2002, the City Council reviewed the <br />preliminary plat for Villas of Meadow Point, and after a lengthy discussion tabled action on the <br />preliminary plat to the October 8, 2002 meeting. Several issues were brought up during the <br />Council discussion. These items included the Park Commission's actions regarding the plat, <br />Anoka County's response to the plat, the possibility of relocating the accesses for' the single <br />family lots on Alpine Drive to the rear, and the extension of the sanitary sewer trunk line. In <br />addition, the City Council instructed staff to send the new density transition ordinance to three <br />adjoining property owners along the western border of the development to inform them of the <br />density transition options available to the City. The letter and ordinance was sent out on <br />September 30, 2002. In response to the issues raised at the SePtember 24, 2002 Council meeting, <br />staff had the following information: <br /> <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br />I <br /> <br /> Park Commission' action: The Park Commission, at their September 12, 2002 meeting, <br /> recommended that park dedication and trail development fees be charged as part of the Villas <br /> of Meadow Point subdivision. In addition, the Park Commission also is requiring that the <br /> developer construct an eight-foot bituminous trail along Sunfish Lake Boulevard, Alpine <br /> Drive, and Nowthen Boulevard where the proposed development abuts the aforementioned <br /> right-of-ways. <br />· Anoka County's response: Staff has again contacted Anoka County Highway Department <br /> staff regarding the proposed, development. An initial letter was sent out on July 18, 2002, <br /> regarding the proposed preliminary plat. The County has indicated that they do not have a <br /> problem with the proposed access as long as it is. the only access, but they have not yet <br /> finished the site line study to determine the necessary mm lanes.. <br />· Relocation of single-family accesses:' Staff has met with the. applicant and the applicant's <br /> engineers to look at providing access to the single-family lots from the rear. It was <br /> determined that providing access to the rear would not be desirable. Two alternatives were <br /> considered in to this conclusion. Both options include extending an. east-west road on the <br /> north side of the single family lots, and all of these alternatives had the following common <br /> impacts: loss of a strip of mature hardwood trees approximately 20 feet wide and 200 feet in <br /> length, the requirement of a large amount of fill, with up to seven feet in some spots, and the <br /> net loss of green area at the expense of pavement. One alternative 'considered access to the <br /> single-family units via a private street.
