-132- <br /> <br />Case #7: <br /> <br />Request for Preliminary Plat Approval of White Oak Addition: Case of <br />Wurm-Paumen Properties, LLC <br /> <br />Principal Planner Trudgeon stated that Wurm-Paumen Properties have applied for preliminary <br />plat approval to develop 28.5 acres on Ramsey Boulevard at 158th Lane NW. The property is <br />zoned R-1 Resi?tential and is located in the Rural Developing Area. The proposed major <br />subdivision is a replat of the Kruger homestead that will create five lots that are all over the <br />required minimum lot size of 2.5 acres as well as one outlot. At the October 8, 2002 City <br />Council meeting, staff reported that they had not yet heard from Anoka County regarding the <br />relocated driveway access. Staff also presented information showing that all lots are able to <br />support a septic system with a primary and alternative drainfield site. The City Council also had <br />a discussion regarding the location of the wetland on Lot 1, Block 1, and the possible flooding of <br />the lot. After some discussion, the City Council tabled action on the proposed preliminary plat in <br />order to I.) receive comments from Anoka County regarding access onto County Road 56 <br />(Ramsey Boulevard) and 2) allow City Staff to review the wetland location and the possibility of <br />flooding on Lot 1, Block-1. Since that meeting, staff has received a review letter fzom Jane <br />Pemble of Anoka County regarding access issues for the plat. In addition, City Staff visited the <br />site to look at the location of the wetland and review the possibility of flooding of the lot. <br />Review of the site indicated that the wetlands, as shown on the plat are correctly located and that <br />flooding of the house pad or the driveway is not a concern. Staff recommended preliminary plat <br />approval contingent on compliance with City Staff Review Letter dated August 29, 2002, revised <br />September 17, 2002, revised October 4, 2002, revised October 18, 2002, and Anoka County <br />Highway Department review letter dated October 9, 2002. <br /> <br />Principal City Engineer Olson noted that there is an area where they are proposing a driveway <br />directly across 157~' which will require them to cross a small portion, of wetland. The developer <br />does have a WMO permit for the process, but they will also have to get an exemption from the <br />WMO who has the rights to the wetland. The WMO feels that the exemption should be granted <br />since there is a 400 foot exemption and the plans indicate a 320 foot impact. <br /> <br />Councilmember Hendriksen stated that he had previously thought that they were going to access <br />the site via the old field road in which case they would have been way.in excess of 400 feet. <br /> <br />Principal City Engineer Olson agreed. <br /> <br />Councilmember Zimmerman inquired if the septic system on Lot 1 will be on natural ground. <br /> <br />Principal City'Engineer Olson replied yes. <br /> <br />Councilmember Kurak stated that when the City' dealt with the subdivision on the. McDonald <br />Property the City required that the applicant indicate where future subdivisions could go.
