Pemble@co,anoka.mn.us <br /> <br /> I <br />October 9, 2002 <br /> <br />Patrick Trudgeon <br />City of Ramsey <br />15153 Nowthen Blvd. N.W. <br />Ramsey, iViN 55303 <br /> <br />RE: Preliminary Plat <br /> White Oak Addition <br /> <br />Dear Patrick, <br /> <br />We have reviewed the Preliminary Plat of White Oak Addition, to be located west of CR 56 (Ramsey <br />Blvd.) and south of t 58th Lane NW within the City of Ramsey, and I offer the following comments: <br /> <br />Existing right-of-way adjacent to CR 56 should be adequate for future reconstruction purposes (60 ft <br />total r/w width west of CR 56 r/w centerline). It is possible that at some point in the future additional <br />easements beyond the currently dedicated 60fl of r/w may be required in the form of temporary <br />construction easements and/or permanent trail/utility easements " <br /> <br />It appears that some clearing will be required on Lot 5; Block 1 in order to satisfy the Case I <br />Intersection Sight Distance Requirements for the intersection of 158~ Lane and CR 56. <br /> <br />The Preliminary Plat is proposing an access/driveway for Lot 1, Block 1 directly opposite of 157~' <br />Lane. The Case I Intersection Sight Distance requirements for an access at this Iocation cannot be met <br />due to trees located on the adjacent property. Additionally, this access location may be considered by <br />the City as an appropriate location for a proposed municipal trail. While lining UP the driveway for <br />Lot 1, Block 1 with 157th Lane is 'desirable from a standpoint of reducing conflict points, ACHD <br />reserves the right to determine a dedicated access' point to Lot i, Block t at a later date after the trail <br />easement has been considered by the City and ACHD has further evaluated the Sight Distance issues <br />associated with this lot. Dedicated right of access with exceptions for approved access and trail <br />easements will be required on the Final Plat. All Lots except Lot l, Block 1 will have access available. <br />via the Local Roadway (158th Lane NW). Right of access to CR 56 along Lots 2 and 5, Block I shall <br />be dedicated to Anoka County. All existing driveways to CR 56 from Lots 2 and 5 shall be removed <br />and the right-of-way restored to match the existing ditch depth.and ~ade. The City and the developer <br />shall ensure that all' intersection sight distance requirements, are met for this plat to the fullest extent <br />possible. The right-of-access with exceptions'for the approved access locations and trail easements are <br />to be included on the final plat.
