-02-

Tl~e Planning Commission reviewed the sketch plan on October 3, 2002, and recommended that
the developer proceed to the final plat contingent upon obtaining certain setback variances.

City Code requires a 200 foot setback from the ordinary high water mark of Rogers Lake and a
50 foot setback from major roads (in this case County Road #27), as measured from the right-of-
way. Lot 1, Block 1 exceeds the minimm-n lot size for a parcel in this Shoreland Overlay
District, yet application of the setbacks resulted in no building pad that would meet setback
requirements. The current setback from Rogers Lake in adjacent communities is 100 feet;
Ramsey's standard front yard setback on a County road in the rural developing area is 40 feet.
Therefore, on November 7, 2002, the Board of Adjustment granted a 100 foot variance to the 200
foot ordinary high water setback and a 10 foot variance to the 50 foot highway setback.

Recommendation:

City Staff recommends approval of the final plat.

Commission Action:

Motion to adopt Resolution #02-!.2- approving the final plat of L.P. Keillor Addition
contingent upon the Developer complying with the City Staff Review Letter dated December 5,
2002 and entering into a development agreement with the City.

Review Checklist:
Principal Planner
Associate Planner
Principal City Engineer

Copies To:
Parks & Utilities Supervisor
City Attorney

CC: 12/10/02

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

I
I
I
