As a result of the subdivision, the developer will be responsible for park dedication requirements for the new lot. The Park and Recreation Commission will be meeting on September 12, 2002 to discuss this minor subdivision and will make a recommendation at that time. City Staff recommended approval of the sketch plan contingent upon compliance with City Staff Review letter dated August 29, 2002. Chairperson Nixt inquired if they typically received a proposed site plan along with a proposed subdivision so that they will have an idea of how the site will be developed. Principal Planner Trudgeon replied that staff does try and encourage that a proposed site plan is submitted, but is not a requirement. Any development that would occur on the property will have to go through the proper procedures. Motion by Chairperson Nixt, seconded by Commissioner Johnson, to approve the sketch plan and recommend that City Council grant final plat ap'pro.v'al contingent upon. compliance with Ci~ty Staff review letter dated August 29, 2002. Case #1: Request for Preliminary Plat Review of White Oak Addition; Case of Wurm- Paumen Properties, LLC Chairperson Nixt closed the regular portion of the Planning Commission meeting at 7:30 p..m. in order to call the public hearing to order. Public Hearing Chairperson Nixt called the public hearing to order at 7:30 p.m. Presentation Community Development Intern Geisler stated that the City received an application from Wurm- Paumen Properties for preliminary plat approval, to develop 29.2 acres on Ramsey Blvd. at 158m Lane NW. The property is zoned R-1 Residential and is located in the Rural Developing Area. The proposed major subdivision is a replat of the Kruger homestead that will create five lots that are all over the required minimum lot size of 2.5 acres. The existing homestead is located on proposed Lot 5 and the structure will remain after the other lots are developed. Lot 5 also contains a second dwelling unit that will be removed as part of the development. The plat. also contains Outlot A, which is located across Ramsey Blvd. from the main tract. The outlot is entirely wetland. Wurm-Paumen Properties, LLC is proposing to extend 158th Lane NW into the parcel to provide access to four of the lots. Due to the substantial amount of wetland on the property, Lot 1 will require access-from County Road 56. The property is also subject to the Ramsey Park and Trail Plan and will be required to dedicate a 75-foot trail corridor connecting Central Park and Elm Crest Park.
