-164- <br /> <br />Preliminary Plat Review: Wildlife Sanctuary 3'd Addition <br />November 1, 2002, revised November 21, 2002 <br />Page 2 of 5 <br /> <br />of Block 2 is to be razed, and that the structure on Lot 13, Block 5 is to remain. The <br />development agreement should specify what improvements are to be made to this remaining <br />structure. <br /> <br />Access and Streets: The development will extend Junkite Street N:W. north off of Alpine <br />Street and terminate in a cul-de-sac at the north end of the property because of the presence <br />of wetlands. Street extensions are also planned to connect with i54m Lane N.W. and 155~ <br />Lane N.W. in Sunflower Ridge to the east. The preliminary plat also proposes to extend 155t~ <br />Lane to the west boundary of the property for future access to the west; it will constructed <br />with a temporary cut-de-sac and signed as a future through street. An escrow should be <br />collected in an amount sufficient to cover the costs associated with removing the temporary <br />cul-de-sac, restoring adjacent properties, and extending the sidewalk to the western boundary <br />of the plat when development occurs to the west. Neither the permanent cul-de-sac to the <br />north nor the temporary cul-de-sac-to the west exceed the 600 fOOt length restriction. <br /> <br />6. Grading and Drainage: A Preliminary Grading Plan dated October 2, 2002, revised <br /> November 5, 2002, has been received at the City. <br /> <br />A permit from the Lower Rum River Watershed Management Organization and the Minnesota <br />Pollution Control Agency will be required. The developer is responsible for obtaining any and <br />all permits required from other regulatory agencies. Wetlands must be delineated and <br />dedicated on the final plat as drainage and utility easements. <br /> <br />The City has enacted an ordinance that requires an elevation survey at the time of footing <br />inspection to ensure compliance with the approved grading plan. As required, the preliminary <br />grading plan identifies which type of house style is permitted on each lot. This information <br />should be carried forward onto the final grading plan also. No grades shall be flatter than 1%. <br />Grades flatter than 2% will require a certificate of grading prior to an occupancy permit being <br />granted. The requirement' for an elevation survey on all footing inspections and the <br />requirement for a certificate of grading on lots with less than a 2% grade must be stated on <br />the final grading plan. <br /> <br />The following comments are based on the revised Preliminary Grading Plan dated November <br />5, 2002: <br /> <br />· Elevations must be provided on all property corners and critical elevations where a change <br /> of slope occurs. <br />· Incorrect 890 contour on Lot 1, Block 1. <br />· Silt fence is shown on private property behind Block 1. <br />· Missing 886 contour on Lot 3, Block 1. <br />· Ensure that all cross drainage Follows drainage and utility easements (follows property <br /> lines). <br />· Incorrect 880 contour between Lots 2 and 4, Block 3. <br /> <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
