Preliminary Plat Review: Wildlife Sanctuary 3~a Addition <br />November 1, 2002, revised November 21, 2002 <br />Page 3 of 5 <br /> <br />· Incorrect contours on Lots 7 and 8, Block 3. Attempts should be made to drain Block 3 <br /> to Junkite Street N.W. <br />· Lot 1, Block 4 grading should be revised. There is a 6 foot drop in 14 feet (garage to <br /> 870). This does not comply with City Code. <br />· Missing 874 contour on Lot4, Block 4. <br />· Provide a table of each lot showing house style, lowest opening elevation, garage floor <br /> elevation, lowest floor elevation, street elevation, front and rear grade slopes, and 100 <br /> year flood elevation for all homes encompassed in the plat. <br />· Justification for low floor elevations for Block' 1 will be required, as a c°ndkion of the <br /> LRRWMO Permit. <br />· Additional information is required along the western boundary near Lots 13-17. Contour <br /> information is required 100 feet beyond the boundaries of the plat. <br /> <br />Easements. Although the standard 10 foot drainage and utility easements (5 feet on common <br />property lines) are not reflected on the preliminary plat drawing, the legend addresses them <br />and it is assumed that they will be shown on the final plat. The wetlands have been <br />appropriately delineated and should be encumbered with drainage and utility easements on the <br />final plat. All utilities are to be protected with a minimum 20 foot drainage and utility <br />easement. This provision is subject to change depending on the depth of the utilities. A 40 <br />foot easement will be required over the entire length of the trunk facility as well as an access <br />easement (20 feet) between Lots 5 and 6. <br /> <br />Utilities. The development will be served by municipal water and. sanitary sewer. A review <br />of the revised Preliminary Utility Plan has been made with the following comments: <br /> <br />· The sizes of the storm sewers must be provided. Along with calculations for the 10 year <br /> and 100 year storm event, please submit a storm sewer structure schedule. <br /> <br />Density Transitioning. The proposed plat .'is-considered low .density residential and is <br />bounded on the east by Sunflower Ridge, a medium density townhome development; no <br />density transitioning would be required on the east boundary. The property to the north is <br />also being developed with low density single family urban lots and no transitioning would be <br />required on that boundary. The property to the west consists of 3 rural lots that are also in <br />the Metropolitan Urban Service Area and eligible for redevelopment with single family homes <br />at urban densities. The City has been provided with a "West Boundary Tree Inventory." that <br />identifies the quantity, size and species of trees located on the west boundary of the plat. The <br />existing vegetation on the west boundary consists of 132 trees ranging in size from 4' to 35', <br />and 90 shrubs of various sizes. At the time this tree inventory was presented to the Planning <br />Commission and City Council for sketch plan reviews, the Developer committed to preserving <br />all of these trees to satisfy any density transitioning that may be required. As part of the <br />preliminary plat submittal, the City was provided with a Preliminary Tree Plan. The plan <br />dated October 2, 2002, identified the addition of 21 6-foot evergreens along the west property <br />boundary, but it did not identify all of the existing trees on the west boundary that were <br />proposed to be preserved. The revised Tree Plan dated November 5, 2002, identifies the <br />addition of 6 6-foot evergreens on the west boundary in an area less populated with existing <br /> <br />-165- <br /> <br /> <br />
