The modified plan now identifies the area of tree preservation represented in the <br />tree inventory presented at the sketch plan stage. The modified Preliminary Tree Plan is <br />acceptable with respect to density transitioning. <br /> <br />10. <br /> <br />Landscaping. City Ordinances require two overstory trees per single-family lot. The type of <br />trees shall conform to the City plantings schedule (attached) and be comprised of at least one <br />coniferous tree and one deciduous tree. The City may give credit for each significant tree <br />retained against the new planting requirement. Under your proposed plat, the development <br />will need to'have at least 46 new deciduous and 46 new coniferous trees. The October 2 <br />version of the Preliminary Tree Plan did not meet these new requirements. Staff has reviewed <br />the November 5 version of the Tree PLan and made the following observations. There are 46 <br />deciduous and 53 coniferous trees proposed to be added to the plat area. This exceeds Code <br />requirements. However, there are 5 lots on the west boundary that are not proposed to <br />receive a coniferous tree..-In lieu ofthe.exisfing mature tree stands on these lots, a credit for <br />the coniferous requirement is reasonable. And, it can be considered preferable that the 7 <br />additional coniferous trees placed elsewhere in the plat more than replace the 5 that would <br />have been required on lots 13 through !.7 of Block 5. The Preliminary Tree Plan dated <br />November 5 is acceptable with respect to landscaping requirements. <br /> <br />The revised Preliminary Tree Plan still needs to be modified to identify the location of the tree <br />save fences. <br /> <br />1.1. <br /> <br />Sidewalks. In accordance with City Code, sidewalks are proposed on one side of all non cul- <br />de-sac streets. <br /> <br />12. <br /> <br />Trail Development: The Park Commission reviewed the plan on November 14, 2002. The <br />continuance of the trail along the north side of Alpine Drive N.W. will be required, including <br />in front of the two existing-homesteads to the east that may or may not be included in the final <br />plat. In addition, the construction of an 8 foot wide bituminous trail will be required between <br />Lots 5 and 6 of Block 4. Only the Construction cost of this trail segment Will be trail fee credit <br />eligible. The purpose of this trail, segment is to provide access for maintenance purposes from <br />the edge of the cul-de-sac right-of-way to the manhole to the north between Lots 5 and 6. In <br />addition, this trail segment could be used in the future to link up with the high ground in the <br />wetland behind Lots 5 and 6. <br /> <br />1.3. <br /> <br />Trail Fees: The City has established a trail fee in the amount of $400.00 per lot; the rate in <br />effect at the time of final plat approval will be. required. The existing homestead is exempt <br />from this fee. A credit equal to the construction cost of the trail segment between Lots 5 and <br />6 of Block 4 will be given. <br /> <br />14. <br /> <br />Stormwater Management Fees: The City has established a storm water management fee <br />that must be paid prior to release of the final plat for recording. The current rate is $375 per <br />lot. It should be noted that the rate in effect at the time of Final Plat will be required and the <br />existing homestead is exempt from this fee. <br /> <br /> <br />
