-224- <br /> <br />Councilmember Hendriksen inquired if all the drainage from the property will leave the site. <br /> <br />City Engineer Jankowski replied no, explaining that there will be two catch basins that will collect <br />all of the storm water. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Hendriksen, to approve, the <br />proposed site plan for the Mallard Ponds commercial building contingent upon compliance with <br />City staff review letter dated September 27, 2002, revised October 18, 2002, grading plan review <br />letter dated October 16, 2002, and the applicant entering into a development permit with the City <br />of Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Kurak, Hendriksen, Anderson, <br />and Zimmerman. Voting No: None. <br /> <br />Case #10: <br /> <br />Request for Preliminary Plat Approval of Villas of Meadow Point: Case of <br />Allstate Development, LLC <br /> <br />Principal Planner Trudgeon stated that Allstate Development LLC has applied for preliminary plat <br />approval for a town_home development. The property is generally located in the triangular area <br />formed by the intersection of Nowthen Boulevard, Sunfish Lake Boulevard, and Alpine Drive. <br />The Planning Commission reviewed the sketch plan for the property at the June 6, 2002 meeting. <br />The sketch plan showed a total of 157 townhouse units (comprised of two-unit and sixteen-unit <br />townhome buildings). The preliminary plat shows the first phase of the development and consists <br />of 19, two-unit townhome buildings and six single-family lots for a total of 44 housing units. The <br />City Council tabled action on the preliminary plat at the September 24, 2002 and the Octob:er 8, <br />2002 meetings. The preliminary plat is being brought back for the October 22, 2002 meeting. <br />The 120 days allowed by the City to make a decision on the preliminary plat expires on November <br />6, 2002. On October 8, 2002, the City Council tabled action on the preliminary plat in order see <br />the following items; 1) concept plan that shows how the 16-unit townhomes would be laid out in <br />relation to the two-unit townhomes, 2) a sketch plan showing, in case the 16~unit townhomes are <br />not allowed, alternative townhome buildings to the east, 3) traffic generation study, 4) language <br />regarding the construction of the sanitary sewer trunk line and the financial responsibilities of the <br />City and developer in constructing the trunk line. In response to the tabling motion on October <br />8th, staff had the following information: <br /> <br />The concept plans showing the 16-unit townhomes and another alternative are included with <br />the case for your information. <br /> <br />The traffic generation analysis was included with the case. The traffic generation report was <br />prepared by James Johnson P.E. with Hakanson Anderson Associates.
