This berm was developed at the time the first and <br />second additions of Rivenwick were platted and it has been established with trees and shrubs. <br />The developer will need to complete a vegetation inventory of the berm in order for staff to <br />determine if the berm meets City Code screening requirements. The development will be serviced <br />by municiIJal water and sewer. The project is subject to the review and permitting process of the <br />Lower Rum River Watershed Management Organization (WMO). City Staff recommends site <br />plan approval contingent upon compliance with City StaffReview Letter dated August 30, 2002, <br />the developer receiving preliminary plat approval, and the rezoning of the B-1 portion of the <br />property to R-2 Residential. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Kociscak,. to table action until the <br />October Planning Commission meeting. <br /> <br />Motion Carried. Absent: Commissioner Watson. <br /> <br />Case #4: <br /> <br />Request for Preliminary Plat Review of Villas of Meadow Point; Case of <br />Allstate Development <br /> <br />Principal Planner Trudgeon stated that the City received an application from Allstate <br />Development LLC for preliminary plat approval of a townhome development. The property is <br />generally located in the triangular area formed by the intersection ofNowthen Blvd, Sunfish Lake <br />Blvd., and Alpine Dr. The Planning Commission reviewed the sketch plan for the property at the <br />June 6, 2002 meeting. The sketch plan showed a total of 157 townhouse un/ts (comprised of <br />two-unit and sixteen-unit townhome buildings). The preliminary plat shows the first phase of the <br />development and consists of 19 two-unit townhome buildings and 6 single-family lots for a total <br />of 44 housing units. The property is currently zoned R-2, Medium Density Residential and R-I <br />Single Family. The townhomes are shown on the property zoned R-2 and the single-family lots <br />are shown on the land zoned R-1, with the exception of the existing single-family house shown on <br />the northwest portion of the development. The property is approximately 23.36 acres in size. The <br />Planning Commission conducted the preliminary plat public hearing on August 29, 2002. The <br />Commission closed the public hearing, and tabled action on the request for preliminary plat <br />approval until the regular meeting scheduled for September 5, 2002. The Planning Commission <br />requested that they be provided with additional information on September 5 relating to the <br />following issues: a) alternatives to actual construction of the proposed stub roads providing <br />future access to the west and southeast CKuechle and Bridwell properties); b) alignment of sewer <br />trunk lines through the wetlands of Fox Knoll; c) corrections to grading and drainage plan in the <br />vicinity of the western corner of the Bridwell property; d) traffic generation report; e) more <br />details and clarity needed on the tree preservation exhibit; f) density transitioning provisions. <br /> <br />Kevin McGhee, President Allstate Development, Inc., stated that Pete Rattika for Hakanson <br />Anderson could address the concerns raised at the last meeting. <br /> <br />Pete Rattika, Hakanson Anderson, stated that one of the concerns had to do with the stub roads <br />east and west of 154~h Avenue.
