-140- Preliminary Plat Review: Villas at Meadow Point August 20, 2002, Revised September 20, 2002,'-Revised October 4, 2002 Page 3 of 5 recommended that the street to the west not be installed, but that an outlot be created which would be dedicated to the City for street purposes should the need for it arise. The Planning Commission also recommended that the road to the east be incorporated into the larger outlot. In this way, the location of the futu~re road could be delayed until such time as the development of Outlot A is considered, The preliminary plat revision submitted does not incorporate the street fight-of-way into the larger outlots. The f~nal plat shall show one large outlOt on the eastern part of the property. A permit from Anoka County will be required for access on to CSAH 57. The plat proposes four new single family lots with direct access to Alpine Dr. It is desirable to minimize the number of accesses onto municipal state aid streets, Shared driveways or an eyebrow road treatment should be considered. The duplex lots are proposed to be served by driveway collectors and a private sheet with a cul-de-sac. The driveway collectors and private streets servicing Block 2 are 32 feet wide and may have on-street parking. The two temporary dead ends must be designed with temporary cul-de-sacs. The private street servicing Block 3 must be minimum of 32 feet wide. The private drive serving Block 1 must be equipped with a turn around. Grading and Dralnaae: Staff has reviewed the drainage and grading plan and finds the plan generally acceptable with the following comments: · A permit from the Lower Rum River Water Management Organization and the MPCA will be required for this development. · Spot elevations need to be provided on the extensions of the building pads. A revised grading and drainage plan must be provided to the City before you .will receive approval of the grading and drainage plans. Utilities and Water Usage: The development Will be served by municipal water and sanitary sewer. Staft has. the following additional comments: · The sanitary sewer system proposed is dependent upon the extension of the sanitary sewer trunk, which is a separate project from. the plans submitted. This issue will be addressed in the development agreement. · Provisions should be made such that sewer and water can be extended to the east and: west (along t 54~ St.) without disturbing installed curb, gutter, and street improvements. It was the direction of the Planning Commission not to extend these improvements to the plat boundaries at the present time. tl. Park Dedication: The proposed Plat was reviewed at the September 12, 2002 Park Commission meeting. The Park Commission is requiring that park dedication fees be paid for the development. The Park Dedication fee in effect at the time of Final Plat approval will be charged. (The 2001 rate is $1,700.00 per housing unit). I I I I I I I I
