Since that time, the City has adopted <br />a new residential zoning district ordinance, which makes the minimum setback in the R-2 District <br />25 feet. The submitted final plat maintains the 25 foot setback. Final grading, utility, drainage, <br />and construction plans have been submitted and are generally acceptable subject to the comments <br />contained in the City Staff Review Letter dated July 18, 2002. Under the development <br />agreement, the developer will be charged park dedication and trail fees, as well as sanitary sewer <br />and water trunk fees. Edina Development will be responsible for constructing a storm sewer <br />under Highway #47 for eventual outlet to the Rum River. This work is necessary for proper <br />drainage from Evergreen Point, as well as, Sunflower Ridge, and Wildlife Sanctuary. The City <br />will allow Edina Development to use the stormwater management fee due for this plat ($41,250) <br />to help cover the costs of extending the storm seWer off site. Costs above the stormwater <br />management fee are the responsibility of the developer. The developers of Sunflower Ridge and <br />Wildlife Sanctuary have entered into an agreement with Edina Development,. regarding cost <br />sharing for the off' site stormwater extension. The developer will be constructing a; eight foo~ <br />bituminous trail along Alpine Drive and Fluorine Street and a five foot concrete sidewalk will be <br />constructed along Germanium Street. The final plat submittal contains plans for the required <br />sound wall along State Highway 47. The proposed wall will be ten feet tall and is generally <br />acceptable to the City subject to City Staff Review Letter dated Iuly 18,' 2002.. City Staff <br />recommends final plat approval of Evergreen Point subject to compliance with the City Staff <br />review letter dated July 18, 2002, and the developer entering into a development agreement with <br />the City. <br /> <br />Jan Pomeroy, 5430 -155th Lane NW, provided the results of the Goodland Green Subdivision <br />survey. She stated she did not promote or push this effort, and was not out campaigning. She <br />only communicated the proposal for City water and sewer. Ms. Pomeroy provided a copy of a <br />map identifying how each property voted. She noted there are two properties who voted for, two <br />did not vote and 14 said no. Lot 16 was not available for comment. She stated she and George <br />said they did not want City water and wanted to improve the communication between the City <br />and residents. <br /> <br />City Engineer Olson explained that at the Public Works Committee meeting last Tuesday, they <br />talked about this issue and questions were raised on how much sewer and water would cost. He <br />stated he calculated a rough estimate and about $90,000 would be savedl Some restoration will <br />be needed for the trunk sewer improvements to 155th Lane and the remaining pavement would be <br />about $87,000 to replace, watermain about $150,000, and Sanitary sewer about $115,000 to <br />install or total over $400,000. That is where Jan Pomeroy got the numbers to bring to the <br />residents. He noted this is about $21,000 per resident to hook up if 100% of the cost is assessed, <br />if it was done now, and it would include restoration. He explained that at the informational <br />meeting a discussion started about having sewer and water installed when the streets are being <br />ripped up. <br /> <br />Councilmember Hendriksen stated he is not sure how it included talk of putting sewer down <br />!,55th Lane and asked if there were other options.
