I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />CASE #: ~ <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF WHITE OAK ADDITION <br />CASE OF WURM-PAUMEN PROPERTIES, LLC <br /> By: Amy Geisler, Community Development Department <br /> <br />Background: <br /> <br />Wurm-Paumen Properties have applied for preliminary plat approval to develop 28.5 acres on <br />Ramsey Blvd. at 158t~ Lane NW. The property is zoned R-1 Residential and is located in the <br />Rural Developing Area. The proposed major subdivision is a replat of the Kruger homestead that <br />will create five lots that are all over the required minimum lot size of 2.5 acres as well as one <br />outlot. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Preliminary Plat <br />c) Planning Commission meeting minutes dated September 5, 2002 <br />d) City Staff review letter dated August 29, 2002, revised September 17, 2002, revised <br /> October 4, 2002 <br />e) Proposed Preliminary Plat Resolution <br /> <br />Notification: <br /> <br />State statute requires notification of preliminary plat public hearing to owners of property located <br />within 350 feet of the subject property. Staff attempted to notify property owners within 700 feet <br />of the subject property. <br /> <br />Observations: <br /> <br />Darrel Kruger owns a 28.5-acre parcel on Ramsey Blvd. south of 159t~ Lane NW. The developer, <br />Wurm-Paumen Properties, LLC, is applying for a major subdivision that proposes five new lots, <br />all of which are larger than the 2.5-acre minimum required in the R-I, Rural Developing Area, as <br />well as one outlot. <br /> <br />The existing homestead as well as a second dwelling unit are located on proposed Lot 5; both <br />will be demolished and removed from the property as a part of the development. The plat also <br />contains Outlot A, which is located across Ramsey Blvd. from the main tract. The outlot is <br />entirely wetland. <br /> <br />Wurm-Paumen Properties, LLC is proposing to extend 158th Lane NW into the parcel to provide <br />access to four of the lots. Due to the substantial amount of wetland on the property, Lot 1 will <br />require access from Country Road 56. <br /> <br />The property is also subject to the Ramsey Park and Trail Plan and will be required to dedicate a <br />75-ft. trail corridor connecting Central Park and Elm Crest Park. A revised preliminary plat was <br />submitted that shows the trail corridor. The exact area of the trail will need to be verified before <br />the Park Commission can draft a formal Park Dedication recommendation. <br /> <br />-95- <br /> <br /> <br />
