I
I
I
!

June

6, 2002

A & R MANUFACTURING, INC.
13981 UNITY ST. N.W.
RAMSEY, MN 55303
PHONE (763) 421-6666
FAX (763) 421-6709

City of Ramsey Planning Commission

15153 Nowthen Blvd N.W.

Ramsey, Minnesota 55303

To Whom It May Concern:

I presently own the Property located on the corner of Unity and 140th St.
directly adjacent to Marshall Concr. ete on the south side of 140th St. I also operate a
business of light industrial type manufacturing tooling and special machinery at this
location.

In October of 1998, with the assistance of the city of Ramsey and TIFF

funding, we built a'11,000 sq/ft manufacturing facility at this present location. At the
time of building Marshall Concrete did not own the concrete business and the road known
as 140th Street did not exist. This road was part of the development access to the
business park we are presently located in. The access to the concrete company was by
way of the Unity Street entrance.

At the time of building our facility we stated our opinion as to the unsightly view
we had of the concrete facility. The owner of the concrete company and the city were to
provide for shielding from the unsightly views, noise, and blown sand from this facility.
As a result, a small amount of shielding was provided by way of small tree plantings
which in ten years may provide for some shielding. This was a small operation and did
not have the ongoing traffic, noise, and sand blowing as is present today.

I am opposed to the Conditional Use Permit as well as the Variance for the
property located at 14141 Unity Street N.W. for the following reasons.

a) The street address for Marshall Concrete is Unity St. why then are trucks
using the 140th street access road. When we built this building, we were not notified
that the new access to the concrete company would be 140th.

-125-
