Lot 5 currently has access to <br />County. Road 56; the developers are proposing to change this access to 158m Lane. The <br />preliminary plat has been sent to the County..; and staff will forward the County's comments upon <br />receipt. <br /> <br />It should be noted that the building ske for Lot 1 is proposed in a location surrounded by <br />protected wetland 341W. It will therefore be necessary to fill wetland to gain access to tkis lot. <br />The applicant will need to contact the Department of Natural Resources to determine whether <br />such filling will be allowed. <br /> <br />Lot Size and Dimensions: The current minimum lot size in the R-1 Rural Developing Area is <br />2.5 acres; the five new lots are proposed to'be larger than 2.5 acres. The total area of the parcel is <br />27.0t acres. <br /> <br />Grading and Drainage: The extension of 158ta Lane will drain overland to the cul-de-sac where <br />two catch basins will transmit stormwater to a detention pond located on the western edge of Lot <br />5. The overflow from this catch basin will be discharged into wetland 341 W. A permit will <br />need to be obtained from the Lower Rum River Water Management Organization. The soils <br />outside the wetland access consist of Nymore and Anoka soil ,types with one class I soil when <br />their slopes are less than 12 percent. Sufficient class I soils are present on Lots 1, 4, and 5 to <br />presume that two suitable soil absorption sites are available. However, Lots 2 and 3 should have <br />a septic system site and a. replacement site identified by a certified septic system designer. <br /> <br />A "revised preliminary plat was' submitted that indicates the proposed lowest floor elevation is <br />above the ordinary high water elevation. <br /> <br />Utilities: All lots will be served by on-site sewer and water. <br /> <br />Tree Prese~ation: The Preliminary Grading Plan identifies an area for tree preservation area. <br />While .the City, currently does not have a tree preservation ordinance, we encourage you to work <br />with City Staff to identify additional areas for tree protection as the project goes forward. Please <br />contact Mark Boos at (763) 433-9853 to discuss the matter further. <br /> <br />Park Dedication: The City's park dedication fee is $1,700 per unit. The City has the option for <br />land, cash or a combination thereo~5 The City's Park and Trail Plan shows a 75' foot wide or <br />greater trail corridor traversing west to east through this tract. A revised preliminary plat has been <br />submit-ted that shows a 75' trail corridor traversing west to east through the tract. The proposed <br />trail is approximately 2.07 acres. The area of the trail will need to be determined before a formal <br />Park Dedication recommendation can be made: <br /> <br />Stormwater Management: The City has established a storm water management fee that must be <br />paid prior to release of the final plat for recording.
