-296- <br /> <br />The City Engineer has reviewed the traffic pattern for the proposed development and has <br />stated there is a potential for traffic conflicts between the car wash exit and fast foo'd <br />drive thru line. <br /> <br />City Code specifies that exterior wall finishes shall consist of natural or prefabricated <br />brick or stone or pre-cast concrete panels or some other material approved by City <br />Council. The structure will be constructed with a stucco and brick finish; this complies <br />with City Code. <br /> <br />The site will derive one access from Sunfish Lake Blvd. The applicant and the owner of <br />Sunfish Commons retail center should discuss providing an access easement across Lot 1 <br />and Lot 2 to allow ingress and egress traffic between the lots. <br /> <br />The site will be serviced by municipal sewer and water facilities. <br /> <br />It should be mentioned that construction of the proposed facility will not be permitted to <br />commence until the developer of Sunfish Commons, Sunfish Commons. LLC, has <br />recorded the approved plat of Sunfish Commons at Anoka County. <br /> <br />The applicant applied for a variance to the 20-foot green space requirement along Sunfish <br />Lake Blvd. The Board of Adjustment reviewed the variance request on August 29, 2002. <br />The Board of Adjustment felt the variance request was driven by the actions of the. <br />applicant and does not qualify as a unique situation and therefore the Board of <br />Adjustment denied the variance. <br /> <br />Recommendation: <br /> <br />The Planning Commission reviewed the site plan on August 29, 2002. The consensus of <br />the Commission was the site plan contained a lot of activity for a small site. The <br />Planning Commission was concerned with the amount of traffic that would be generated <br />from ali of the proposed users and raised issue with the tight maneuvering areas around <br />the gasoline pumps. The Planning Commission recommended the City Council deny the <br />site plan based on the variance being denied and the proposed development containing <br />too much activity for the subject property. <br /> <br />Subsequent to the Planning Commission meeting the applicant revised the site plan to <br />include the required 20-foot of green space along Sunfish Lake Blvd. and they angled the <br />gasoline pump canopy in an attempt to provide additional maneuvering area around the <br />gasoline pumps. <br /> <br />Site plan approval shoUld be contingent upon the applicant providing an ingress/egress <br />easement in recordable form between the owners of Lot 1 and Lot 2 of Sunfish <br />Commons, and upon compliance with City Staff Review Letter dated September 6, 2002. <br /> <br /> I <br /> I <br /> I <br /> I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />.I <br /> <br />I <br /> <br />I <br />I <br />I <br />I <br /> <br /> <br />
