City Administrator <br /> <br />Background: <br /> On August 13, 2002, City Council met during a closed session pursuant to Minn. <br />Stat. 13D.05, Subd.3, to evaluate the performance of City Administrator, James E. <br />Norman. The summary of the performance evaluation states that Mr. Norman meets <br />expectations in the majority of the areas evaluated, exceeds expectations in some areas <br />evaluated, and needs improvement in other areas evaluated. <br /> <br />Staff Recommendation: <br /> Staff is recommending adopting the attached resolution summarizing the City <br />Council's performance evaluation of City Administrator, James E. Norman. <br /> <br />Council Action: <br /> Motion to adopt resotutio~ summarizing the City Council's performance <br />evaluation of City Administrator, 'James E.
