Councilmember Hendriksen noted that A1 Pearson lives on Highway 10 and is a soft-spoken <br />person but was very animated when talking about this issue due to the financial loss he has <br />experienced. <br /> <br />Mr. Noard stated he knows there have been violators on Pearson's property and he has even <br />talked to several. He noted that sometimes the sled provided' to the Police Department is <br />returned with tess than 100 miles since they do not have the finances to devote a police officer to <br />that effort. <br /> <br />Mayor Gamec stated that sometimes you don't need to go very far to tag a violator. He stated the <br />City appreciates the sleds that have been donated and they did look at the option to have a <br />con-idor to Highway 10. He stated there has been talk by MnDOT that the Highway 169/10 <br />corridor will be shut off due to several accidents that occurred. <br /> <br />Mr. Noard asked if the City has the attthority to close offa State highway. <br /> <br />City Attorney Goodrich answered in the affirmative. <br /> <br />Mr. Lakings asked if it is possible to get landowners together to give permission to allow a route <br />through their property. He stated he gets the Elk River paper, not the Anoka Union and asked if <br />the Council xvould delay this decision until it can also be published in the Elk River paper. He <br />also asked if MnDOT could leave a small section of roadway to keep snowmobiles out of the <br />yards and make roads safer. <br /> <br />Mayor Gamec stated that MnDOT will not become involved with this issue. <br /> <br />-70- <br /> <br />Mr. Droegemueller suggested restrictions inside the MUSA and that plowing practices in <br />Ramsey be changed. He explained that during the second plowing, they cut four feet into the <br />ditch and plow around his mailbox, which forces a snowmobiler into the next yard. He <br />suggested the plow be raised and shave a spot a foot high instead of down to the ground where <br />they shave off the sod. That would provide a two-foot wide trail along the roadway, which <br />would be safe to traverse from the neighborhood and away from yards. He stated he was a <br />member of the Park and Recreation Commission for four years, and knows that several trails <br />traverse through Ramsey but they are plowed to the tar and used for walking. He asked if the <br />trails could not be plowed and left with snow for snowmobilers to ride on. <br /> <br />Mayor Gamec stated that the dedication of the trails would make that difficult to do. On the <br />plowing, he explained why the snow has to be pushed back. He stated that even if this ordinance <br />is adopted, the snowmobile club could look at areas of possible designation.
