Councilmember Anderson aye <br />Councilmernber Zimmerman nay <br />Councilmember Hendriksen nay <br />Councilmember Kurak absent <br />Mayor Gamec aye <br /> <br />Motion failed. <br /> <br />Councihnember Zimmerman stated that he does not consider 15 tickets in the City to be enough <br />to stop snowmobiling. He stated that he finds the economic loss to local business in bad <br />economic time is not good justification either. <br /> <br />Mayor Garnec stated he thinks there will be a request to reconsider so notice will be provided <br />should that occur. <br /> <br />Councihnember Anderson encouraged snowmobilers to suggest a possible modification since it <br />is apparent something needs to be done. <br /> <br />Councilmember Hendriksen stated he voted against this and it was as close as any vote he as <br />made. However, if some alternatives are not found, he may not vote against it the next time. He <br />stated he voted against it to allow time for individuals to work with staff and find alternatives <br />that address the issues and provide protection to the ones who are experiencing the consequences <br />from the one percent. He stated if those alternatives are not found, he will vote the other way <br />next time. <br /> <br />Councihnember Anderson asked if there is a way to address the residents whose property is <br />getting damaged because there is currently no recourse. She stated she realizes that occasionally <br />damage will be done but it seems there should be some compensation when a tree is gone or a <br />mailbox tipped over. She asked residents to consider that when addressing possibilities. <br /> <br />Mayor Gamec stated the damage is probably not being caused by those in the audience but the <br />damage he has seen in Ramsey and the pressure on placing restrictions is big. He stated the <br />Council vote was even tonight but his mind is not changed about the need to stop violators. <br /> <br />Councilmember Hendriksen stated he hopes there will be some activity long before this fall or <br />winter and that some creative answers can be found. He stated he knows it is the City's policy to <br />pave all trails but also lcnows there are trails across Minnesota that are not paved so maybe there <br />is some creativity there. Councilmember Hendriksen stated that if there is no answer then the <br />Council will have to do something, in that he agrees with Mayor Gamec. <br /> <br />Case #2: Adopt Ordinances to Correct a 1997 Easement Vacation in River's Bend <br /> <br />City Attorney Goodrich reviewed that in November 1997, the City Council adopted an ordinance <br />to vacate a portion of an extra wide drainage and utility easement at 14301 Waco Street N.W. <br />(Lot 45, Block 6, River's Bend).
