-'12-

The property owners wanted to add a third stall to their attached garage and they couldn't meet
the side yard setback unless the excess utility easement was vacated. He advised that the Loftons
are selling their property and the title company could not find evidence that a portion of the
drainage and utility easement had been vacated to accommodate the garage addition. Staff
researched the property file and found that the public hearing properly identified Lot 45 as the
subject property, but the ordinance that was recorded had a typographical error. The recorded
ordinance identified Lot 46; consequently the easement vacation is recorded against Lot 46.

City Staff recommends adoption of t~vo ordinances: one to repeal Ordinance #97-17 vacating an
easement on Lot 46; and the other to correctly vacate the easement on Lot 45. Both ordinances
will be recorded at Anoka County and the error will be remedied.

Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to introduce
an ordinance to repeal Ordinance #97-17 and introduce an ordinance to vacate a portion of the
drainage and utility easement on Lot 45, Block 6, River's Bend.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, and
Anderson. VotingNo: None. Absent: Councilmember Kurak.

Case #3: Report from the Personnel Committee

1) Consider Reclassification of Crime Prevention Specialist

Councilmember Aa~derson reviewed the Personnel Committee recommendation that the
City Council reclassify the Crime Prevention Specialist position to the pay scale of
$36,334 minimum/S45,418 maximum, due to the job points assigned to this position and
the comparable wages for this position with other Stanton IV cities. Given the
employee's cra'rent rate of pay at Step 2 ($32,292), it is proposed to place the employee at
Step 1 of the new pay scale, at $36,334, which is the closest pay rate in the new range to
the current pay rate and to enact this change retroactive to January 1, 2002.

2) Consider Title Change and Reclassification of Full-Time Building
Maintenance Worker
Councilmember Anderson reviewed the Perso~mel Committee recommendation that the
City Council change the title and approve a reclassification of the Building Maintenance
Worker position currently occupied by Dan Bray to Senior Building Maintenance Worker
and to the pay scale of $31,276/minimum to $39,094/maximum, due to the increased
responsibility reflected in the revised job description. Given the employee's current
standing in the pay scale, it is proposed to place the employee at Step 3 of the new pay
scale, at $34,402. Staff'is proposing to enact this change retroactive to January 1, 2002.

Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to ratify the
recommendations of the Personnel Committee as indicated above by adopting Resolution #02-
07-165 (Crime Prevention Specialist) and Resolution #02~07-166 (Full-Time Building
Maintenance Worker).

City Council/July 9, 2002
