Absent: Council~memberKurak. <br /> <br />Case #4: Report from Town Center Task Force <br /> <br />Town Center Task Force Chair David Elvig noted that he had made a commitment to the City <br />Council upon the appointment of the Task Force that periodic reports would be made. He stated <br />he would like to provide a report on their activity over the last two months. He noted <br />information about the Task Force has been posted on the City's web page. <br /> <br />Assistant City Administrator Nelson clarified that the City's new website can be found at <br />www.ci.ramsey.mn.us. <br /> <br />Mr. Elvig stated they changed their meeting time to 4:30 p.m. and will meet for a period of two <br />hours on the first and third Thursday of the month. He noted the survey results which were <br />distributed to the Council tonight and thanked the City for providing funding to accomplish this <br />survey. <br /> <br />City Administrator Norman stated it will be two to four months for the market survey to be <br />completed. <br /> <br />Councilmember Zimmerman noted that over 600 surveys were returned and asked how many <br />surveys were sent out. <br /> <br />Mr. Elvig stated it was sent to about 4,000 households. He stated the market study survey will be <br />used in conjunction with the people study and financial impact study and as a basis for decisions <br />and suggestions. He stated they have been working on language for the ordinance for about a <br />month and are looking at what other cities have done in this regard. He stated that since the City <br />does not have control of the property, zoning is important to get control and work with the <br />perspective developers. He noted that the deadline is n/ne months after the Comprehensive Plan <br />was adopted to submit ordinance language. He stated they have not seen the Town Center Study <br />done by Calthorpe Associates, which was to be finalized in July but the Metropolitan Council cut <br />funding so now it is to be done in September. He stated it is important to get that study done so <br />they can use it when considering how to draft the ordinance language. He stated MnDOT <br />provided their prospective of the area, noting it was in the range of eight to ten years out. They <br />felt that a bridge may happen as well as creating Highway 10 into a freeway. The bridge would <br />continue parallel with Armstrong Boulevard and end at the Menards in Elk River. Mr. Elvig <br />stated MnDOT has a slow and methodical approach to their projects but if they found there was <br />urgent criteria, they may be willing to move the issue up somewhat in consideration. He stated <br />he thinks a town center may be an issue that would be considered. <br /> <br />Mayor Gamec stated that in working with MnDOT, there is strong input from Ramsey which has <br />helped with other issues involving Highway 10.
