would be a mistake to turn down the opportunity to compete for the funds. Mayor Gamec stated
the funding will be awarded this year and he knows-~ lot of the funding will be lost for next year
so he would like to get in on the ground floor. He stated he hates to miss out on the opportunity
to help the Task Force since he does not anticipate TIF. Councilmember Zimmerman stated his
concern that the grant will be $100,000 and the City will be expected to pay ten times that for
low income housing. Mayor Gamec stated the City has the option to refuse the grant if that's
what the strings are. Councilmember Hendriksen called for a point of order and asked why the
Mayor feels he can argue with Councilmember Zimmerman when he offers a comment. Mayor
Gamec stated he was having a conversation with Councilmember Zimmerman.' Councilmember
Zirnmerman asked City Administrator Norman if he had raised the issue of affordable housing.
City Administrator Norman stated the City is on record as supporting affordable housing

Councilmember Hendriksen offered a friendly amendment to shorten paragraph 1) as follows:
"That the City Administrator is hereby authorized to apply to the Metropolitan Council for this
funding on behalf of the City of Ramey." Mayor Gamec and Councilmember Anderson accepted
the friendly amendment.

Further discussion: Councilmember Hendriksen stated he is willing to accept grant funding if
there are reasonable strings attached. City Administrator Norman stated he agreed with that
amendment to the resolution. Councilmember Zimmerman asked if this will come back before
the Council if the grant is approved. City Administrator Norman answered in the affirmativel

Amendment can'ied. Voting Yes: Mayor Gamec, Councilmembers Anderson, Hendriksen and
Zimmerman. Voting No: None. He pointed out that while there is a long
paragraph of what he said, the Mayor's comments are not reflected. Councilmember Hendriksen
stated that as he was speaking, the Mayor made a number of comments and those comments are
not included in the meeting minutes. He stated that his comments are related to the comments
being made by the Mayor and the minutes need to reflect everything to give a true picture of
what was going on.

Mayor Gamec suggested the meeting tape be reviewed and staff, add those comments. He
suggested they be added verbatim

City Attorney Goodrich stated the minutes do not generally reflect verbatim and asked if that is a
precedence.

City Council/July 9, 2002

-79-
