Nelson <br />Finance Officer Diana Lund <br />Public Works Director Brian Olson <br />Associate Planner Tim Gladhill <br />Parks Supervisor Mark Riverblood <br />CALL TO ORDER <br />Mayor Ramsey called the City Council Work Session to order at 5:28 p.m. <br />APPROVE AGENDA <br />The agenda was approved as submitted. <br />COUNCIL TOPICS FOR DISCUSSION <br />1) Review Draft Tax Increment Finance (TIF) Plan for the New COR TIF District <br />Deputy City Administrator Nelson reviewed staff's report. <br />Tom Denaway, Springsted Analyst, presented what TIF is; how TIF is calculated; how a TIF <br />district is created; process for approving the TIF district; what a TIF plan does and does not do; <br />eligible costs; public improvements costs allowed and not allowed; impact of fiscal disparity <br />calculation; Ramsey Special Legislation — eligible costs; proposed TIF plan expense, revenue, <br />and plan budgets; City Council next steps. <br />Michaela Huot, Springsted Consultant/Assistant -Vice President, was present for questions. <br />City Council Work Session / October 26, 2010 <br />Page 1 of 3 <br />
