I
I

PROPOSED ORDINANCE #02-

CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

AN AMENDMENT TO CHAPTER 9 WHICH IS KNOWN AS THE ZONING AND
SUBDIVISION OF LAND CHAPTER OF THE CITY CODE OF RAMSEY,
MINNESOTA.

AN ORDINANCE AMENDING SECTION 9.20 "ZONING DISTRICTS" OF CHAPTER
9 OF THE CITY CODE OF RAMSEY, MINNESOTA.

The City of Ramsey ordains:

SECTION 1. AMENDMENT.

Subsection 9.20 (Zoning Districts) shall be amended to include the following language:

9.20.05 Residential Development Transitioning

Subd. 1. Purpose. The purpose of this section is to require a residential development
transition plan in order to promote an orderly transition between developments. The historical
platting of lands for urban and rural residential development has created character elements that
are difficult to intermingle when the land use densities vary. This section provides techniques
for reasonable methods to mitigate lot size and density impacts.

Subd. 2 Transitioning. Transitioning is defined for the purposes of this section as the
change between one development and another.

Transitioning Required. ("Transitioning") shall be required when the following
circumstances exist:

1. A residential development proposal that results in increased density from
adjacent land with an existing residential use.

Subd. 3 Transitioning Options. Development options are being offered to
facilitate the best possible land use and development pattern to connect new residential
developments with adjacent residential neighborhoods. The following is a listing of transitioning
techniques that may be use to create a reasonable transition between existing and new
developments.

-193-
