Norman, City Administrator
Diana Lurid, Finance Office
Dean Kapler, Public Works Director

From: Mark Boos, Parks & Utilities Supervisor
Date: July 15, 2002

Purchase of a strip of land at the northeast comer of Elmcrest Park
P.I.N 14-32-25-21-0001

Recently, Ms. Shirley Goerisch, the landowner of a .12 'acre tract at the northeast comer of
Elmcrest Park approached the Mayor with an offer to sell the above tract. This 20' foot wide,
north/south strip of land would actually need to be acquired to access the east/west 50' foot strip
of land the City is interested in as the access to T.H. #47.

Despite the outcome or timing of the T.H. #47 access acquisition, Staff is recommending
purchase of the .12 acre property, with the funding coming from the Elmcrest Park development
account.

The purchase price was derived, by adding 10%, or $80 dollars to the County Assessors
estimated market value.

Should there be any significant complications or change in terms from what is being presented,
Staff will br/ng the matter back for Council consideration.

Enclosed i'or your information is the letter to Ms. Goerisch, Market Valuation page from the
Assessors office, and a site location map.

mjw

-27-
