CASE #: 3 <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF EVERGREEEN POINT; <br />CASE OF EDINA DEVELOPNLENT, D~C. <br /> By: Patrick Trudgeon, Principal Planner <br /> <br />Background: <br /> <br />Edina Development has submitted a final plat for the first phase of Ever~een Point, a 110-unit <br />townhome development on the northwest comer of Alpine Dr. and State Hwy. 47. The <br />preliminary plat was approved by the City Council on May 28, 2002. The first phase will consist <br />of 58 townhomes. <br /> <br />a) Site location map <br />b) Final Plat submittal <br />c) City Council Minutes dated May 28, 2002 <br />d) City StaffReview Letter dated July 18, 2002 <br />e) Development Agreement <br />f) Proposed resolution for final plat approval <br /> <br />Notification: <br /> <br />Notices are not required to be sent as part of the final plat approval process. <br /> <br />Observations: <br /> <br />The subject property is zoned R-2 Medium Density Residential which allows up to 7 dwelling <br />units per acre. The submitted final plat is the first phase of the development and consists of 58 <br />townhouse units. The submitted final plat adheres to the approved final plat. <br /> <br />At the May 2, 2002 Board of Adjustment meeting, the applicant was granted a variance to the <br />front yard setback requirement of the 35 feet and was allowed to have buildings setback 25 feet <br />from the lot line. Since that time, the City has adopted new residential zoning district ordinance, <br />which makes the minimum setback in the R-2 District 25 feet. The submitted final plat maintains <br />the 25 foot setback. <br /> <br />Final grading, utility, drainage, and construction plans have been submitted and are generally <br />acceptable subject to the comments contained in the City StaffKeview Letter dated July I8, 2002. <br /> <br />Under the development agreement, the developer will be charged park dedication and trail fees; <br />as well as sanitary sewer and water trunk fees. Edina Development will be responsible for <br />constructing storm sewer under TH 47 for eventual outlet to the Rum River. This work is <br />necessary for proper drainage fi'om Evergreen Point, as well as, Sunflower Ridge, and Wildlife <br />Sanctuary. The City will allow Edina Development to use the stormwater management fee due <br />for this plat ($41,250) to help cover the costs of extending the storm sewer offsite.
