I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> CASE # <br /> ADOPT ORDINANCE AMENDING RAMSEY CITY <br /> ORDINANCE 6.04, SNOWMOBILE ORDINANCE <br /> By: Police Sergeant Jim Way <br />Background: <br /> <br />The Ramsey Police Department and members of City Council have been receiving <br />numerous complaints concerning the use of snowmobiles within the City of Ramsey. The <br />Police Department received 42 complaints during the 2001-2002 winter. The number of <br />complaints is not unusually high, but when you consider that we did not have any snow <br />on the ground for most of the winter, the number of complaints was quite high. The <br />number of'complaints appears to be on the rise for ail areas of the City but more so in the <br />southern half where lots are smaller and the population is greater. <br /> <br />At the request of Mayor Gamec, the Snowmobile Ordinance 6.04 was looked at to see <br />what could be done to help in the overall enforcement in the City and a reduction in <br />complaints. The creation of a Designated Use Area was formulated. This area would be <br />described as the area north'Of a line traversing the city from east to west at the 15900 <br />block. The ordinance was also rewritten to include all recreational vehicles and restrict <br />their use. <br /> <br />The rewritten ordinance was presented to the entire Council at a work session on April 8, <br />2002. One additional change was made to what was presented to them and that is the <br />hours of operation are changed from 11:00 P.M. to 10:00 P.M. for weekday use. The <br />ordinance was published in the City's Official newspaper, the Anoka County Union, on <br />May 3''8, 2002. A Public Hearing was held on May 14th, and continued to June 11th, <br />where the ordinance was introduced for adoption. The ordinance is in front of you this <br />evening for adoption. <br /> <br />Recommendation: <br /> <br />Staff recommends that Council adopt the ordinance as revised and renamed Recreational <br />Vehicle Ordinance that further restricts the use of recreational vehicles in the City of <br />Ramsey. <br /> <br />Council Action: <br /> <br />Motion to adopt the ordinance amending Ramsey City Ordinance 6.04 and renaming the <br />ordinance to Recreational Vehicle Ordinance. <br /> <br />Reviewed by: ~& <br />Police Sergeant <br />City Administrator <br />Police Chief <br />City Attorney <br /> <br />CC: 07/09/02 <br /> <br />-125- <br /> <br /> <br />
