-126- ORDINANCE #02-XX CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA AN AMENDMENT TO CHAPTER 6 WHICH IS KNOWN AS TRAFFIC, VEHICLES AND PARKING OF THE CITY CODE OF RAMSEY, MINNESOTA AN ORDINANCE AMENDING SECTION 6.04 "SNOWMOBILES" OF CHAPTER 6 OF THE CITY CODE OF RAMSEY, MINNESOTA. 6.04 Recreational Vehicles 6.04.01 Purpose. The purpose of this Section is to provide reasonable regulations for the use of snowmobiles, all-terrain vehicles (ATV), off-highway motorcycles and other recreational vehicles on public and private property in the City. This section is not intended to allow what the Minnesota State Statutes expressly prohibit nor to prohibit what the State Statutes allow. It is intended to prevent a public nuisance. 6.04.02 Incorporation of State Statute. Any person operating a recreational vehicle within the City, unless provided otherwise herein, shall be subject to the provisions of Minnesota Statutes, 84.81 through 84.929, inclusive, as amended, and the regulations of the Commissioner of Natural Resources ("Commissioner"), adopted pursuant thereto. All provisions of MSS 169 and 169A shall apply to the operation of recreational vehicles except those that by nature have no application. 6.04,03 Definitions. For the purposes of this Section, the definitions listed below shall be construed as follows: All Terrain Vehicle (ATV) - a motorized flotation-tired vehicle of not less than three (3) but not more than six (6) low pressure tires, that is limited in engine displacement of less than 900 cubic centimeters and total dry weight of less than 800 pounds. Boulevard - is that portion of the street or highway between the roadway and the property line. City -shall mean the City of Ramsey, Anoka County, Minnesota. Council - shall mean the City Council of the City of Ramsey. Designated use area - that area north of a line traversing the city from east to west beginning and including the 15900 block.
