Nelson, Assistant City Administrator <br /> <br />Background: <br /> As a part of the negotiations for the 2002-2003-AFSCME Contract, the union <br />membership had requested the reclassification of the Crime Prevention Specialist and Building <br />Maintenance Worker positions. It has been past practice for the City of Ramsey to include <br />position reclassification in the union negotiations in order to set a process for position <br />reclassification. With the absence of the HR Manager, the City Administrator and myself, with <br />the assistance of Labor Relations Associates, completed the negotiations with AFSCME. During <br />those continued negotiations, management proposed to develop a policy that would set forth a <br />process for position reclassification for all positions within the City of Ramsey. The AFSCME <br />unit agreed to that change in process, and a policy is currently being developed. Given the <br />research and discussion that had occurred in the negotiation process previously, management <br />agreed to proceed with review of reclassification for the above mentioned positions. Job points <br />were assigned to each of the job descriptions, and it was determined that the Crime Prevention <br />Specialist warranted a higher pay classification. Staff is recommending reclassifying the Cr/me <br />Prevention Specialist position to the pay scale of $36,334 minimum/S45,418, maximum due to <br />the job points assigned to this position and the comparable wages for this position with other <br />Stanton IV cities. Currently, the pay scale for the Crime Prevention Specialist is $32,292 <br />minimum/$40,365maximum. The employee currently in this position is at Step 2 of the current <br />pay scale, with an annual salary of $33,912. <br /> <br />Staff Recommendation: <br /> Staff is recommending reclassification of the Crime Prevention Specialist position to the <br />pay scale of $36,334 minimum/S45,418 maximum, due to the job points assigned to this position <br />and the comparable wages for this position with other Stanton IV cities. Given the employee's <br />current rate of pay at Step 2 ($32,292), it is proposed to place the employee at Step 1 of the new <br />pay scale, at $36,334, which is the closest pay rate in the new range to the current pay rate.
