-50- <br /> <br />COUNCIL BUSINESS <br /> <br />Case#l: Ramsey Comprehensive Plan Amendment for Tom Kurak Sunwood <br /> Drive Property <br /> <br />Councilmember Kurak stated she would be abstaining from this case. <br /> <br />CiTM Administrator Norman reviewed that on December 18, 2001, the Ramsey City Council <br />adopted the March 200I Draft Comprehensive Plan along with new language regarding the <br />Central Rural Reserve Area. During the summer and fall of 2001, the City Council met with <br />facilitator Larry Bakken to work toward resolution on some of the outstanding issues from the <br />March 2001 draft of the Comprehensive Plan. From these discussions, staff received direction <br />fi:om the City Council to :b~g forward text and future land use map amendments for <br />consideration. On Janua~i~'~5002, the City Council and Planning Commission held a joint <br />public hearing to co~i~'::~ihe arr}~dments. On February 26, 2002, the Ramsey City Council <br />considered the amefi~ents to the~)2~001 Comprehensive Plan. During the'meeting of February <br />26, the City Council ihStructed,~f tq:~g back positive and negative findings of fact for the <br />two Comprehensive Pl~n;~eh~m~.~;fi~itted by Tom rurak. During the City Council <br />meeting of March 12, 2002, the:~:.~oun~.~ook action on the Kurak property in Section 28; <br />however, the vote was tied 2-7!:;~TThe ~i~{ved a formal request from Tom Kurak to extend <br />the consideration period for the prope~b~"bf Sunfish Lake in order to provide an oppormrdty <br />for the property owner to meet with[~e neighb.?~[~~ to resolve any issues with the proposed <br />development. Extensions were alsd.':~teff~:~;:X~f 17, 2002 and May 17, 2002. Meetings <br />were held with the adjacent neighbor~:~i~3~:~h 28, 2002, and on May 30, 2002. Both <br />meetings included productive discussions and ~'~{~d mee!~g, was tentatively scheduled for late <br />June or early July. During the City Couae//? me~?;~i!~une 11, Councilmember Terry <br />Hendriksen requested that the Comprehensi,~?~i - dm~X~fbe brought back for Council <br />consideratiOn during the Council meeting of Jun~(~3 <br /> <br />Mayor Gamec stated the concern was if progress was made and ~::~happening. He stated <br />he heard there was some discontentment among the committe~emb~'~ but he had heard of <br /> <br />Councilmember Hendriksen asked City Administrator Norman if this was a 2-2 vote. <br /> <br />City Administrator Norman stated the other property was a 2-2 tie. He stated this one was a <br />request from Mr. Kurak to: 6xtend the consideration period and the Council agreed. <br /> <br />Councilmember Hendriksen asked if this was extended because of finding of fact. <br /> <br />City Administrator Norman stated it was not considered because of the extension.
