Abstain: Councilmember Kurak <br /> <br />Case #2: <br /> <br />Request for Final Plat Approval of Highlands at River Park 2nd Addition; <br />Case of Arcon Development <br /> <br />Community Development Director Frolik explained that last September, Centex Homes received <br />preliminary plat approval for the subdivision of property generally located north of Alpine Drive <br />N.W. (153r~ Avenue N.W.) and east of T.H. #47. The approved preliminary plat was for a total <br />of 157 single family lots on 74 acres. In February of this year, City Council granted final plat <br />approval of the first phase, which consisted of 58 lots. Arcon is now reqUesting final plat <br />approval of the second p~ase~;,wlfi~h consists of 64 lots. Staff recommends final plat approval. <br />Councilmember Kurzil~i~mted she believed there was a letter to staff regarding a trail alignment <br />along 15Td and Alpine. Drive and~'~e had. a discussion with Principal Engineer Olsen regarding <br />this. Councilmember KU~ik:m~;~'she~i~td like to discuss it before they get into the case. She <br />stated the gentleman who wrote theitetter W~¢requesting the City Council review this and move <br />the trail closer to 153r~ so that.,£fi~¢~' ~'~,wo~ be removed. <br /> <br />Pr/nc/pal Engineer Olsen stated theY/did receix(e~:!etter from Dr, Rodman at 153rd Court <br />regarding the trial and the issue of secu~rity~and;is~I~i~n of the trail. He stated currently the trail <br />was 18 to 26 feet behh~d the curb ~i~-~:in::i~diti~hl 25~foot easement beyond the sixty-foot <br />normal fight-of-way in anticipation of a trail'i"':: ~r~cipal E,.n.g!neer Olsen requested this trail be <br />moved to the front of the trees instead of t~d¢~h th~ iand bring it to the Public Works <br />Committee next month. Principal Engineer ~i~sea~ it ¢~g:~important to note that it was <br />approved as part of the first plat and a modifm~'~n t~,~i~is. ~ei:~stated he did not think the <br />developer would be adverse to this because it would be les~'expensl~?to put it on the outside of <br />the trees. <br /> <br />Councilmember Hendriksen asked Councilmember Kurak .i~f}~' could point out the location of <br />the issue on the site plan on page 1 I6. <br /> <br />Principal Engineer Olsen explained that as part of the first plat a trail was proposed on the north <br />side of Alpine Drive to Roanoke Street and on the north side from Roanoke to the west until <br />Barium Street and crossed over to the south side to match up to the alignment of the trail on the <br />west side of TH 47. He stated the letter they received was requesting numerous trees through <br />Youth Street to Roanoke Street and they were anticipating there would be a need to have a scenic <br />trail through the trees and had not anticipated safety and lighting concerns as brought up by Dr. <br />Rodman. <br /> <br />Mayor Gamec stated he went out there and noticed there was a lot of activity going on and for <br />safety issues it would be better to have the trail in front of the trees.
