Absent: Commissioners Bennett and LaMere. <br />COMMISSION BUSINESS <br />Case #1: Discuss Legacy Christian Academy Project <br />City Planner Tim Gladhill reviewed the staff report. The purpose of this case is to discuss park <br />dedication for this phase of the project. <br />Park Supervisor Riverblood reviewed the Outlot allocated for future park space. <br />Chairperson Shryock reviewed the background explaining that the northside property area <br />butting up to Alpine Drive is an active space and is a good opportunity to flex some of that space <br />up there to see where we want to go with it in the future as it develops. This will allow us some <br />flexibility and the landowners some flexibility. As far as the trails, next spring we will be <br />continuing the trail on Alpine Drive from the west of Armstrong and connecting to that trail <br />when heading north on Armstrong. <br />Vice Chair Backous wanted to speak outside of the scope of this discussion and asked how do <br />we compare with other communities on these park dedication fees or interim fees because these <br />fees seem high. <br />Park Supervisor Mark Riverblood explained that we are in the process of a comprehensive <br />survey that should be available on the November agenda. <br />Legacy Christian Academy representative Mr. Anderson, was present to comment on one minor <br />detail in regards to how the verbage is structured in the sample motion that talks about the <br />extension of the Armstrong trail and park dedication. He explained there is a small element of <br />this parcel that extends out to Armstrong which is a 500' section that connects up north to Alpine <br />Drive and they would see that as one project. They would like to see the park dedication fee <br />cover the entire extension from Bunker Lake Boulevard to Alpine Drive. They see this <br />connectivity being important for connecting people to the campus. <br />Park Supervisor responded that this is a detail that needs to be sorted out and recommends to the <br />Commission not including the Stage I improvement in the motion and formalizing this further <br />before it goes to the City Council. <br />Mr. Anderson also wanted mention to the extension of the linear piece of 11 acres that extends <br />into the campus site, they will be building trail there along with the newly platted property. <br />From a standpoint he wants it understood they are bringing some additional trail onto already <br />platted property. They will work out some of these clarifications in the next few weeks. <br />Commissioner Olsen does not want to leave the second portion of the motion relating to trail fees <br />open ended. <br />Park and Recreation Commission /October 14, 2010 <br />Page 2 of 5 <br />
