Chairperson Shryock read the motion as follows: <br />Motion to recommend that park dedication for Legacy. Christian Academy be satisfied by the <br />conveyance of land in the amount of 5% of the land to be platted to the City in the form of an <br />Outlot. The Development Agreement identify that this approximate 4.175 acres be reconsidered <br />at the time of future adjacent platting for its final use and location consistent with the land use <br />and needs of the City at that time. The other part of the motion is to recommend the trail fees. at <br />$1,090 per acre of platted land, estimated to be $91,015 be applied to the construction of the trail <br />on the west side of Armstrong Boulevard from Bunker Lake Boulevard north to Alpine Drive <br />with the balance of the monies needed for the trail, if any, be allocated by the City and the <br />Development Agreement identify it as a Stage 1 improvement consistent with City policy and <br />subject to Council approval. A motion to recommend that Legacy Christian Academy also be <br />required to dedicate a 20' foot boardwalk easement within the northside of the wetland property <br />for future construction by the City and that this boardwalk be connected to Armstrong Boulevard <br />at such time the property is available to do so. <br />Motion by Commissioner Fyten, seconded by Commissioner Olsen <br />Motion carried. Voting Yes: Chairperson Shryock, Vice Chair Backous, Commissioners Barr, <br />Fyten, and Olsen. Voting No: None. Absent: Commissioners Bennett and LaMere. <br />Case #2 Consider Initiating Landscape Improvements for North Park within the COR <br />Parks Supervisor Riverblood reviewed the staff report. <br />Chairperson Shryock asked if we are going to be watering when will the seeding be put in and <br />where does that expense come in for grass and also when we irrigate a park, who pays for the <br />water and where does the money come from and the budget <br />Park Supervisor Riverblood responded the seeding is part of the $5,000 landscape allocation for <br />2011 and that covers seed, shrubs, trees, mulch anything associated with that landscape. The <br />water is metered and kept track of in essence the park operating money pays for the water but we <br />also maintain the utility grounds and is deemed a wash. <br />Chairperson Shryock asked about the informal homeowners association there, and would we get <br />some sort of reasonable commitment from them. <br />Park Supervisor Riverblood stated possibly the management company or the individual residents <br />may commit to this area. He thinks this project should only move forward if we get a firm <br />commitment from the residents. <br />Commissioner Olsen would rather see this go through as a contractual agreement. <br />Commissioner Barr believes the developer has to be involved at that point unless the <br />homeowner's has taken control of the association. <br />Park and Recreation Commission /October 14, 2010 <br />Page 3 of 5 <br />
