-t74- <br /> <br />Councilmember Anderson inquired as to what the main concerns were regarding the small lot <br />along the peninsula. <br /> <br />~Mr. Iverson explained that the main concern is that with the current market value homes and the <br />size of the homes being 2,400 square feet and probably including a three car garage and a 30 foot <br />wide backyard, where wilt the trees be preserved. <br /> <br />Councilmember Anderson replied that the City has to allow for people to choose what they want <br />in their yard. She requested that staff review the lot sizes surrounding the pond. <br /> <br />Principal Planner Trudgeon reviewed the average lot sizes around the pond noting that the lots <br />being proposed are .32 acres on average. <br /> <br />Councilmember Anderson stated that she understands that landowners do have some rights and <br />the developer has not asked for any types of variances so if the plat were denied what would be <br />the consequences. <br /> <br />City Attorney Goodrich replied that the Council would have to adopt findings of fact supporting <br />the denial. <br /> <br />Councilmember Anderson inquired if there was anything the developer could do regarding the lots <br />along the pond. <br /> <br />Mr. Black stated that he would be willing to compromise if the process is not delayed, but noted <br />that he would not be willing to change the street alignment, the open space, or the depth of the <br />lots. He explained that Lots 1, 2, 3, and 12 through 19 abut the pond and he would be willing to <br />remove two of those lots. In. regards to tree preservation there is a specific plan in place for the <br />development and grading will be completed in phases to assist with the tree preservation process. <br />He also noted that he has committed to do some reforestation. <br /> <br />Councilmember Anderson inquired if Mr. Black is willing to put the reforestation agreement in <br />writing. <br /> <br />Mr. Black replied yes. He stated that he would commit to not start grading until phase I of the <br />biological study is completed. He indicated that he would look for approval to begin clearing for <br />road right of way and staking the center line to allow for removal of the trees within the center <br />line. He also stated that if there is a real concern with Blandings Turtles in the City of Ramsey <br />then he felt that all development should be required to follow the same standards. <br /> <br />Cou~cilmember Hendriksen stated that when certain Councilmembers adopt a Comprehensive <br />Plan that doubles the permitted density he does not want those Councilmembers to state that they <br />have to approve the development.
