-216- <br /> <br />Further discussion: Councilmember Hendriksen questioned the distance from the townhomes to <br />the existing homes. Principal Planner Trudgeon replied approximately 40 feet from the rear of the <br />property line to the physical structure. Councilmember Hendriksen inquired as to how close a <br />deck can be to the property line. Principal Planner Trudgeon replied that a deck cannot be closer <br />than five feet to the lot line. Councilmember Hendriksen stated that there is 40 feet to the wall of <br />the building and in an extrodinary circumstance they could have a deck within 5 feet. He inquired <br />as to what type of buffering was being proposed. City Engineer Jankowski noted that there is a <br />storm water line that runs behind the units that would prohibit a structure from being constructed <br />within the easement. Principal Planner Trudgeon explained that the plans are showing some <br />landscaping along the stretch and the developer will be discussing with the residents to see if they <br />would prefer the landscaping or a fence. Mr. Strandlund noted that they will be constructing ten <br />foot decks. Councilmember Hendriksen expressed concern that they have not done a good job of <br />protecting the quality of life in Ramsey. Councilmember Zimmerman inquired as to what issues <br />the state highway department has with the development. City Engineer Yankowski replied that <br />there are no concerns because it only pertains to a certain distance of setback to a trunk highway <br />along state aid roads, which Fluorine Street is n6t. Mayor Gamec requested'that the tree <br />requirement be amended to 70 trees. <br /> <br />Motion was amended to require the placement of 70 trees. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, and Anderson. Voting <br />No: Councilmembers Hendriksen, and Zimmerman. <br /> <br />Case #5: Request for Site Plan Review of Alpine Meadows; Case of Eighty Seven LLC <br /> <br />Principal Planner Trudgeon stated that Eighty Seven LLC has applied for site plan review of a 42- <br />unit townhome development. The property is generally located in the southwest quadrant of T.H. <br />~47 and 153'a Avenue NW and the fee title owner is Blaine Edmundson. The subject property is <br />zoned R-3 Urban Residential District, which, allows up to 7 dwelling units per acre. The property <br />is approximately 8.7 acres in size. When the 'right-of-way of Alpine Drive and Highway 47 is <br />factored out, the property has 7.1 net acres. The site plan is proposing 42 townhouse units for a <br />net density of 5.9i units per acre. A prelim/nary plat for the development has been submit-ted and <br />was approved with conditions by the Planning Commission in April. The proposed townhome <br />structures consist of eight four-unit buildings and two five-unit buildings. City Code restricts lot <br />coverage to 35% and the site plan indicates a total of 47,550 square feet of building space being <br />constructed. Lot coverage on the subject property will be approximately 15%; which meets City <br />Code requirements. The buildings are setback at least 40 feet from the entire perimeter of the <br />parcel. The structures are also setback 25 feet from the edge of the public street right of way. <br />The applicant was granted a 10-foot variance from the required 35-foot front yard setback at the <br />May 2, 2002 Board of Adjustment meeting. The townhome units along private drives are located <br />less than 25 feet from the back of curb, which is contrary to adopted private street policy. The <br />developer is agreeable to rearrange the townhouse units to meet the 25-foot driveway length <br />requirement.
