I-te noted that <br />the maintenance schedule for blacktop streets is well known. But other types of streets such as <br />dirt or concrete are somewhat ignored. He suggested that a discussion needs to be held on how <br />to maintain these streets if feasibility studies to tar these roads are being done. Councilmember <br />Hendriksen stated all should be treated the same so a policy is needed on how to maintain a <br />gravel or concrete street should they occur. <br /> <br />Mayor Gamec agreed and stated the cost of maintenance also needs to be determined. <br /> <br />Councih-nember Hendriksen stated the options for the City are to order the project and pay for it, <br />or to have the residents petition for the project and assess it. <br /> <br />City Attorney Goodrich stated the City can also order the project and assess it, but needs a 4/5tbs <br />vote to approve it. And, the property owner has the opportunity to petition against the project. <br /> <br />Councilmember Anderson stated if the City decides to participate to a greater degree, it could be <br />deemed a gift and not be legal: <br /> <br />City Attorney Goodrich stated he has not heard of that issue. <br /> <br />Mayor Gamec stated the City can set the fee and reviewed that if the project cost is higher, the <br />City could put in more money so the project will happen. <br /> <br />Councilmernber Hendriksen again stated the need to set a policy on how to address maintenance <br />costs. <br /> <br />Mayor Gamec asked staff to address that issue prior to the feasibility studies being done. <br /> <br />2) <br /> <br />Update to Highlands at River Park' <br />Councilmember Zimmerman reviewed the Public Works Committee recommendation <br />that the City Council authorize Alpine Drive NW to be closed between T.H. #47 and <br />Roanoke Street for two weeks to allow the project to be done sooner. But the Contractor <br />would not be allowed to begin construction activities on Alpine Drive until a notice was <br />mailed to the neighborhood and school had recessed for the year. <br /> <br />Councilmember Anderson stated the issue of closing Alpine Drive had not come before the <br />Council and asked if that was closed prematurely. <br /> <br />Councihnember Zimmerman stated it was to start after school was out. <br /> <br />Councih'nember Anderson stated the closing did occur after school had recessed. <br /> <br />City Council/June 11, 2002 <br />Page 19 of 30 <br /> <br />-45- <br /> <br /> <br />
